BANDUNG, JURNAL TIPIKOR – Pemerintah Kota (Pemkot) Bandung melalui Tim Yustisi mengambil tindakan tegas terhadap pelanggaran pembagian minuman keras (bir) secara terbuka oleh komunitas Free Runners, yang didukung oleh sponsor Pace and Place, dalam acara Pocari Sweat Run Indonesia (PSRI) 2025. Insiden ini dinilai mencederai etika publik, melanggar Peraturan Daerah Kota Bandung, dan memicu kegaduhan di masyarakat.
Rapat klarifikasi dan penjatuhan sanksi yang digelar di Balai Kota dipimpin langsung oleh Wakil Wali Kota Bandung, Erwin. Turut hadir dalam rapat tersebut Kepala Satpol PP Kota Bandung, perwakilan Pocari Sweat sebagai penyelenggara PSRI, serta perwakilan dari Free Runners dan Pace and Place.
Wakil Wali Kota Erwin menegaskan bahwa pembagian minuman keras di ruang publik secara terang-terangan melanggar Peraturan Daerah Kota Bandung Nomor 9 Tahun 2019 tentang Ketertiban Umum dan Ketenteraman Masyarakat.
“Tindakan ini juga mencederai norma agama, sosial, dan budaya. Membagi bir di depan umum menormalisasi maksiat, mengajak orang lain pada hal yang dilarang, dan menurunkan martabat pribadi,” tegas Erwin di Balai Kota.
Erwin menerangkan bahwa Kota Bandung memiliki visi “Bandung Unggul” dengan salah satu nilai utamanya adalah “Agamis.” Oleh karena itu, tindakan tersebut sangat bertentangan dengan karakter kota dan berpotensi memicu keresahan sosial, terutama di tengah masyarakat yang religius.
Perwakilan Pocari Sweat, Puspita Winawati, menyatakan kekecewaan mendalam terhadap insiden tersebut. Ia menegaskan bahwa pembagian minuman keras dilakukan tanpa izin dan di luar sepengetahuan penyelenggara resmi.
“Kami sangat menyayangkan insiden ini terjadi di POCARI SWEAT Run Indonesia 2025 dan menegaskan bahwa kejadian tersebut telah memberikan dampak yang tidak baik bagi masyarakat dan penyelenggara acara.
Ini murni tindakan sepihak dari Free Runners dan Pace and Place tanpa sepengetahuan kami,” ujar Wina. Ia juga mengucapkan terima kasih kepada Pemkot Bandung atas penegakan peraturan yang berlaku.

Sementara itu, perwakilan Pace and Place, Ruben, menyampaikan permintaan maaf dan menjelaskan bahwa awalnya pihaknya hanya ingin menyediakan “Cheering Zone” bagi komunitas lari. Namun, kondisi di lapangan tidak terkendali, sehingga minuman tersebut terbagi kepada peserta lain di luar komunitas.
“Kami akui ini kesalahan kami. Kami siap menerima dan menjalankan sanksi apa pun sesuai aturan,” ujar Rube.
Senada, perwakilan Free Runners, Aji, juga menyatakan permintaan maaf atas insiden tersebut dan menegaskan bahwa tindakan itu dilakukan tanpa izin dari penyelenggara resmi.
Dalam forum tersebut, Kepala Satpol PP Kota Bandung menyampaikan sanksi yang telah dijatuhkan:
- Pace and Place dikenakan denda administratif sebesar Rp5 juta sebagai biaya paksaan penegakan hukum. Mereka juga wajib menyatakan permintaan maaf terbuka melalui media massa dan menandatangani surat pernyataan tidak akan mengulangi pelanggaran.
- Komunitas Free Runners diwajibkan menyatakan permintaan maaf secara terbuka, menandatangani surat pernyataan tidak akan mengulangi pelanggaran, serta menjalani kerja sosial selama dua minggu membersihkan area Balai Kota Bandung sebagai bentuk sanksi sosial.
Wakil Wali Kota Erwin menyampaikan bahwa insiden ini menjadi pelajaran penting bagi seluruh pihak, termasuk komunitas dan penyelenggara acara, agar lebih berhati-hati dalam merancang kegiatan publik.
“Kami mengimbau agar seluruh kegiatan mengikuti prosedur perizinan resmi dan tidak melakukan improvisasi di luar aturan. Ini bukan hanya soal hukum, tapi juga tanggung jawab moral kepada masyarakat,” ucapnya.
Pemkot Bandung juga akan memperkuat koordinasi antara Satpol PP, penyelenggara event, komunitas, serta masyarakat dalam menjaga ketertiban umum dan nilai-nilai etika di ruang publik.
