Siak, JURNAL TIPIKOR – Kerugian PT. Bumi Siak Pusako (BSP) yang dilaporkan mencapai Rp 286 miliar pada tahun buku 2024 menuai sorotan tajam dari berbagai pihak, termasuk tokoh masyarakat Siak, Farizal, S.E.
Menurut Farizal, salah satu akar permasalahan utama yang menyebabkan kerugian tersebut adalah proliferasi anak perusahaan PT. BSP yang dikelola secara tidak profesional, diisi oleh karyawan tetap PT. BSP mulai dari direktur hingga staf biasa.
Farizal menyoroti dugaan adanya praktik penempatan “anak titipan” yang baru lulus sekolah sebagai karyawan di anak-anak perusahaan PT. BSP. Hal ini, menurutnya, menjadi beban biaya tetap bagi PT. BSP.
Di sisi lain, banyak tenaga honorer dari perusahaan kontraktor BSP yang telah memiliki pengalaman kerja dan prestasi justru tidak mendapat kesempatan untuk direkrut sebagai pegawai tetap di anak perusahaan PT. BSP.
“Ada istilah bahwa anak perusahaan PT. BSP dibentuk untuk menampung para anak orang tertentu yang tidak kebagian pegawai di Pemda, ditampung di berbagai anak perusahaan PT. BSP,” ungkap Farizal.
Ia memberikan contoh konkret, sebuah kantor anak perusahaan PT. BSP di simpang Pusako yang beroperasi di dalam kontainer. “Secara data administrasi tercatat ada Direktur dan banyak karyawan. Di lapangan, kita lihat kenyataan, akan menjadi miris,” ujarnya.
Situasi serupa, lanjutnya, juga terjadi di anak perusahaan lain. Bahkan, peresmian kantor cabang PT. BSP di Jakarta baru-baru ini juga menjadi perhatian, khususnya terkait latar belakang pendidikan dan deskripsi pekerjaan karyawannya yang dinilai tidak efisien dan membebani operasional perusahaan induk.
Farizal mempertanyakan tujuan Direktur Utama, Komisaris, dan pemegang saham PT. BSP dalam mendirikan dan membiarkan banyaknya anak perusahaan tanpa upaya efisiensi yang jelas untuk menekan biaya tetap (fixed cost), yang disinyalir menjadi salah satu penyebab utama kerugian perusahaan.
Selain itu, Farizal juga menyoroti adanya oknum pegawai negeri yang secara kasat mata dan menjadi rahasia umum, leluasa mengatur tender proyek di PT. BSP. Oknum ini diduga sengaja diberi “angin” dan dilindungi oleh beberapa pejabat setingkat manajer di PT. BSP.
Akibatnya, proses tender di lingkungan PT. BSP menjadi tidak transparan dan mengabaikan Standar Operasional Prosedur (SOP) sertifikasi yang diterbitkan oleh SKK Migas, yang seharusnya wajib dimiliki oleh setiap perusahaan peserta tender.
“Kami berharap, setelah ini, Ibu Bupati Afni, sebagai salah satu pemangku kepentingan tertinggi dalam menentukan kebijakan perusahaan BUMD di Kabupaten Siak, dapat bertindak tegas dan membersihkan praktik-praktik yang tidak profesional di tubuh BUMD yang ada di Siak,” tegas Farizal.
Ia berharap agar ke depan, BUMD-BUMD di Siak dapat menjadi penopang utama Pendapatan Asli Daerah (PAD) Kabupaten Siak dan menjadi kebanggaan masyarakat Siak.(**)
