Kedua, ditemukan kekurangan volume pekerjaan fisik di lapangan senilai Rp331.761.915,00, yang meliputi pekerjaan pembesian dan pengecoran pondasi yang tidak sesuai spesifikasi.

“Kami menyoroti tajam adanya ketidakberesan dalam proyek RSKGM Tahap I ini. Sangat tidak masuk akal jika item pekerjaan yang sudah secara eksplisit ada dalam kontrak awal kembali ditagihkan melalui addendum,” ujar Dena saat diwawancarai terkait temuan tersebut.
Dena menambahkan bahwa persoalan ini menunjukkan adanya kelalaian kolektif dari berbagai pihak terkait. “Ini adalah dampak dari kurang cermatnya Pengguna Anggaran, PPK dalam mengendalikan kontrak, hingga lemahnya pengawasan lapangan oleh konsultan pengawas,” tegasnya.
Menurutnya, ketidaktercapaian sasaran strategis ini sangat merugikan masyarakat yang seharusnya mendapatkan fasilitas kesehatan yang berkualitas.
Mengenai langkah selanjutnya, Dena menegaskan bahwa pihaknya tidak akan tinggal diam melihat adanya potensi kerugian keuangan daerah yang besar.
“Kami tidak akan berhenti pada sekadar kritik. Sebagai bentuk tanggung jawab sosial, Aktivis Anak Bangsa akan melakukan laporan pengaduan resmi kepada aparat penegak hukum atas dugaan penyelewengan ini.
Kami menuntut agar seluruh kelebihan pembayaran sebesar Rp1,88 miliar segera disetorkan kembali ke Kas Daerah dan pihak-pihak yang lalai diberikan sanksi tegas,” pungkas Dena.
Aktivis Anak Bangsa kini mendesak Dinas Kesehatan Kota Bandung untuk segera menyelesaikan proses pengembalian dana tersebut sesuai dengan komitmen waktu yang telah ditentukan guna menghindari delik hukum yang lebih berat.
