PEKANBARU, JURNAL TIPIKOR–– Tim Satuan Tugas Penertiban Kawasan Hutan (Satgas PKH) Pusat mengidentifikasi sembilan perusahaan pemegang izin Hutan Tanaman Industri (HTI) di sekitar Taman Nasional Tesso Nilo (TNTN), Kabupaten Pelalawan, Riau, yang terindikasi menanam kelapa sawit.
Temuan ini diumumkan oleh Wakil Ketua Satgas PKH Pusat, Dwi Agus, dalam rapat koordinasi di Pekanbaru pada Jumat, 19 September 2025.
“Ini masih dalam tahap pra-verifikasi. Kami menghadirkan data dari kementerian terkait dengan peta hasil overlay citra satelit,” ujar Dwi Agus.

Dari total luas area izin pemanfaatan hutan (PBPH) sebesar 174.537 hektare yang dimiliki oleh sembilan perusahaan tersebut, hasil analisis citra satelit menunjukkan indikasi tutupan kebun kelapa sawit seluas 32.903 hektare.
“Ini perlu dipikirkan bagaimana perlakuan kepada perusahaan PBPH yang di dalamnya terdapat tutupan kebun kelapa sawit. Pasalnya, izin yang diberikan peruntukannya untuk ditanami hutan tanaman keras, bukan kelapa sawit,” jelas Dwi Agus.
Menurutnya, hal ini merupakan penyalahgunaan izin yang diberikan kepada perusahaan. Satgas PKH Pusat meminta Kementerian Kehutanan untuk menjadikan temuan ini sebagai perhatian serius.

Tumpang Tindih Izin HGU
Selain indikasi penanaman kelapa sawit, Satgas juga menemukan adanya tumpang tindih izin. Setelah dilakukan overlay dengan data dari Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional (ATR/BPN), ditemukan bahwa beberapa dari sembilan perusahaan tersebut memiliki Hak Guna Usaha (HGU) di atas lahan yang sama, dengan total luas 6.689 hektare.
“Ini menjadi permasalahan tersendiri bagaimana bisa sertifikat HGU terbit di area PBPH. Ini akan menjadi prioritas tim pusat,” tegas Dwi Agus.
Sembilan perusahaan yang teridentifikasi dalam temuan ini adalah:

- PT Arara Abadi
- PT Nusa Prima Manunggal
- PT Nusa Wana Raya
- PT Nusantara Sentosa Raya
- PT Rimba Lazuardi
- PT Rimba Peranap Indah
- PT Wananugraha Bimalestari
- CV Putri Lindung Bulan
Rapat koordinasi ini merupakan bagian dari upaya percepatan Pemulihan Ekosistem TNTN yang terus menjadi sorotan karena tingginya tingkat perambahan hutan. Satgas PKH Pusat akan terus menindaklanjuti temuan ini untuk memastikan penegakan hukum dan pemulihan kawasan hutan yang berkelanjutan.
