Bandung, JURNAL TIPIKOR – Pemerintah Kota (Pemkot) Bandung menyatakan dukungan penuh terhadap peluncuran Program Penguatan Ekosistem Perumahan “Imah Merenah, Hirup Tumaninah” dan Sosialisasi Kredit Usaha Rakyat (KUR) Perumahan yang digelar Pemerintah Provinsi Jawa Barat bersama Kementerian Perumahan dan Kawasan Permukiman (PKP) di Sasana Budaya Ganesha (Sabuga) ITB, Kamis 18 September 2025.
Wali Kota Bandung, Muhammad Farhan, hadir langsung bersama jajaran camat untuk memberikan dukungan awal sekaligus menyambut kolaborasi lintas sektor ini.
Menurutnya, program tersebut sejalan dengan agenda Pemkot Bandung dalam menyediakan hunian layak dan meningkatkan kesejahteraan masyarakat.

Melalui kolaborasi lintas sektor, Jawa Barat menargetkan pembangunan 100.000 rumah subsidi sebagai bagian dari target nasional 3 juta rumah. Dengan model padat karya, gotong-royong dan pemberdayaan UMKM.
Program ini menjadi katalis transformasi sosial ekonomi Jawa Barat. Imah Merenah Hirup Tumaninah, Rumah yang Layak, Hidup yang Lebih Tenang.
Sedangkan Gubernur Jawa Barat, Dedi Mulyadi mengatakan, pembangunan perumahan rakyat harus berkeadilan dan berpihak pada kebutuhan masyarakat, bukan untuk spekulasi investasi.
“Rumah adalah dasar kesejahteraan keluarga. Dari rumah yang baik lahir keluarga yang harmonis, anak-anak sehat, dan masyarakat yang sejahtera,” ucapnya.

Dedi menyebut akar kemiskinan masih bertumpu pada pernikahan tanpa perencanaan, rumah tidak layak, hingga pola konsumsi boros.
Menurutnya, negara harus hadir bukan hanya untuk meningkatkan pendapatan, tetapi juga menekan biaya hidup rakyat.
“Akses pendidikan harus murah, anak-anak tidak terbebani biaya outing atau jajan berlebihan,” ujarnya.
Pemprov Jabar, kata Dedi, kini mengalihkan anggaran dari proyek digital yang elitis menjadi pembangunan nyata seperti sekolah, jalan, listrik, drainase, penerangan jalan, dan rumah rakyat.
Selain itu, Pemprov juga menyiapkan perlindungan sosial-ekonomi melalui jaminan ketenagakerjaan bagi pekerja informal hingga bantuan bagi pasien rumah sakit. Program KUR Perumahan dihadirkan untuk memperluas akses pembiayaan rakyat.
Sementara itu, Menteri PKP, Maruarar Sirait menyebut, KUR Perumahan sebagai terobosan besar yang lahir dari kerja sama lintas kementerian dan dukungan penuh Presiden Prabowo Subianto.
Ia mengatakan, kebutuhan rumah rakyat jauh lebih besar dibanding anggaran negara.
“APBN hanya bisa menyiapkan 280 ribu unit, sementara targetnya 3 juta unit. Maka lahir terobosan KUR Perumahan,” jelas Maruarar.
“Satu rumah subsidi saja melibatkan lima pekerja. Ratusan ribu unit rumah akan menghidupkan jutaan orang, termasuk warung makan, petani, sopir truk, hingga toko bangunan,” imbuhnya.
Di kesempatan itu, Kepala Staf Kepresidenan, Muhammad Qodari menyebut, backlog perumahan harus segera diatasi karena banyak keluarga sudah menikah tetapi belum punya rumah atau masih tinggal di rumah tidak layak.
“Program ini tidak berdiri sendiri, ada ekosistemnya, pemerintah, perbankan, pengembang, hingga data dari BPS,” ucapnya.
Sedangkan, Kepala BPS RI, Amalia Adininggar Widyasanti mengapresiasi program ini karena memiliki efek pengganda terhadap perekonomian nasional.
“Setiap Rp1 juta investasi perumahan menghasilkan output Rp1,9 juta. Backlog perumahan turun dari 9,9 juta menjadi 9,6 juta rumah tangga, 300 ribu unit berkurang dalam setahun,” jelasnya.
