Nias Selatan, Sumatera Utara, JURNAL TIPIKOR – Kebijakan penyaluran Bantuan Langsung Tunai (BLT) di Desa Hilisimaetano Balaekha, Kecamatan Lahusa, Kabupaten Nias Selatan, Provinsi Sumatera Utara, menjadi sorotan setelah Kepala Desa dilaporkan membagikan BLT kepada penerima Program Keluarga Harapan (PKH) dan Bantuan Pangan Non-Tunai (BPNT).
Tindakan ini menimbulkan pertanyaan besar di kalangan masyarakat dan tokoh setempat, mengingat adanya dugaan larangan bagi penerima PKH dan BPNT untuk menerima BLT.
Seorang warga Desa Hilisimaetano Balaekha yang enggan disebutkan namanya menyatakan kebingungannya.
“Bantuan Langsung Tunai (BLT) tidak boleh diterima oleh penerima PKH dan BPNT, lah kenapa? Kepala Desa Hilisimaetano Balaekha Kecamatan Lahusa Kabupaten Nias Selatan Provinsi Sumatera Utara memberikan bantuan Langsung Tunai BLT kepada penerima PKH dan BPNT,” ujarnya.

Lebih lanjut, pembagian BLT ini diduga dilakukan secara diam-diam pada malam hari, sehingga luput dari pengawasan Ketua Dewan Perwakilan Desa (DPD) dan tokoh masyarakat.
“Pembagian bantuan Langsung Tunai BLT dibagikan pada malam hari,” ungkap beberapa masyarakat Desa Hilisimaetano Balaekha.
Ketua DPD Desa Hilisimaetano Balaekha, yang dikonfirmasi mengenai hal ini, membenarkan bahwa pembagian BLT tersebut sama sekali tidak diketahui oleh pihaknya. “Pembagian BLT tersebut tidak kami ketahui sama sekali,” tegas Ketua DPD.
Selain itu, Ketua DPD juga mengungkapkan kekhawatiran terkait transparansi laporan pertanggungjawaban (LPJ) keuangan desa. “LPJ dari tahun 2022, 2023, 2024 tidak pernah kami ketahui,” tegasnya.

Ia menambahkan, “Pembagian bantuan Langsung Tunai BLT tidak kami ketahui, dana pemuda desa Hilisimaetano Balaekha tidak pernah terlaksana, dana PKK atau ibu-ibu tidak terealisasi sama sekali, dan masih banyak yang tidak terlaksana.”
Menyikapi permasalahan ini, Ketua DPD Desa Hilisimaetano Balaekha menyatakan kesiapannya untuk bertanggung jawab sesuai dengan undang-undang yang berlaku di Negara Kesatuan Republik Indonesia.
“Saya selaku Ketua DPD Desa Hilisimaetano Balaekha Kecamatan Lahusa Kabupaten Nias Selatan siap bertanggung jawab sesuai dengan undang-undang NKRI,” tegasnya.
Salah satu tokoh masyarakat Desa Hilisimaetano Balaekha dengan nada sedih menyampaikan permohonan kepada pihak berwenang.
“Kami mohon kepada Bapak Bupati Nias Selatan, Inspektorat Nias Selatan, Polres Nias Selatan, Kejaksaan Nias Selatan, DPRD Nias Selatan agar Kepala Desa Hilisimaetano Balaekha Kecamatan Lahusa Kabupaten Nias Selatan Provinsi Sumatera Utara segera diproses secara hukum yang berlaku di NKRI,” tegasnya.
