BHATIN SOLAPAN | JURNAL TIPIKOR – Aroma tak sedap tercium dari proyek peningkatan jalan cor beton di Jalan H. Ilyas, RT 03/RW 11, Desa Simpang Padang, Kecamatan Bhatin Solapan, Kabupaten Bengkalis.
Proyek yang baru saja rampung ini dituding sebagai “proyek siluman” karena ketidakterbukaan informasi dan kualitas pengerjaan yang dinilai asal-asalan.
Papan Informasi Dinilai Manipulatif
Meski papan informasi terpasang dengan mencantumkan Dinas Perumahan Rakyat Pemukiman dan Pertamanan (Perkimtan) Bengkalis serta anggaran APBD 2025 senilai Rp 199.900.000, warga menemukan kejanggalan fatal.

Dalam papan tersebut, tidak dicantumkan spesifikasi teknis seperti panjang, lebar, maupun ketebalan volume jalan yang dibangun.
“Kami hanya tahu ini proyek Perkimtan dari papan itu. Tapi ukurannya berapa tidak ada tertulis. Ini kan aneh, seolah-olah sengaja disembunyikan,” ujar salah seorang warga yang meminta identitasnya dirahasiakan kepada awak media, Sabtu (10/1/2026).

Ironisnya, meski usia bangunan belum genap satu bulan, kondisi fisik jalan sudah mulai memprihatinkan. Pantauan di lapangan menunjukkan:
- Permukaan jalan sudah mulai berlubang.
- Material pasir muncul ke permukaan (mropol) meski sudah disiram aspal cair.
- Diduga kuat campuran material tidak sesuai standar (lebih banyak pasir daripada semen).
- Dugaan Praktik Korupsi dan Permainan Oknum
Kondisi ini memicu kekhawatiran adanya upaya sistematis untuk meraup keuntungan pribadi dengan mengurangi volume dan mutu bangunan. Nama PT Sera Rora Abadi Konsultan pun ikut terseret dalam sorotan warga.
“Jangan sampai ini hanya akal-akalan oknum perusahaan untuk membohongi masyarakat. Kalau spesifikasi di papan informasi saja tidak jelas, sangat mudah bagi oknum untuk mengurangi ketebalan cor beton. Ini jelas potensi korupsi,” tegas warga tersebut.
Desak Inspektorat dan Kejari Bertindak
Masyarakat Desa Simpang Padang kini menuntut pertanggungjawaban nyata dari pihak kontraktor dan instansi terkait.
Ketidakjelasan status proyek dan buruknya hasil kerja dianggap telah merugikan keuangan negara dan hak masyarakat selaku penerima manfaat.
“Kami meminta Inspektorat dan Kejari Bengkalis segera turun ke lapangan. Audit ulang proyek Jalan H. Ilyas ini. Jangan biarkan uang rakyat menguap begitu saja untuk bangunan yang kualitasnya nol,” pungkasnya.
Sampai berita ini diturunkan, pihak Dinas Perkimtan Bengkalis maupun kontraktor pelaksana belum memberikan keterangan resmi terkait keluhan warga dan dugaan penyimpangan tersebut.
