Dayun, JURNAL TIPIKOR – Program Corporate Social Responsibility (CSR) PT Bumi Siak Pusako (BSP) tahun anggaran 2025 yang digunakan untuk rehabilitasi gedung dan pembangunan sejumlah lokal sekolah di beberapa kecamatan di Kabupaten Siak, diduga kuat tidak berjalan sesuai prinsip tata kelola yang baik.
Informasi yang dihimpun menyebutkan, proyek CSR tersebut dikendalikan oleh sejumlah oknum di internal PT BSP, antara lain seorang manajer, pengelola pengadaan, dan asisten manajer Head HRD, yang diduga bekerja sama dengan oknum aparatur sipil negara (ASN) dari salah satu instansi pemerintah di Kabupaten Siak.
ASN tersebut disebut-sebut sebagai orang kepercayaan salah satu komisaris lama PT BSP dan diduga ikut menyiapkan perusahaan berbentuk CV untuk mengerjakan proyek-proyek yang dilelang oleh BSP.
Dugaan Monopoli Proyek oleh Oknum ASN
Beberapa rekanan kontraktor mengaku bahwa selama ini proyek CSR PT BSP dikendalikan oleh oknum ASN dimaksud, dan perusahaan pemenang tender pun masih berafiliasi dengan keluarganya.
“Selama ini proyek CSR yang dilelang PT BSP dikendalikan oleh ASN itu. Perusahaan yang menang pun masih milik keluarganya — dijalankan oleh adik dan abangnya,” ujar salah satu kontraktor di Siak yang enggan disebut namanya kepada wartawan.
Ia menilai praktik tersebut sebagai bentuk monopoli proyek dan pelanggaran etika aparatur negara.
“ASN sudah digaji pemerintah, tapi masih ikut bermain proyek. Ini jelas bentuk keserakahan dan KKN,” tegasnya.
Menurut sumber itu, tindakan seperti ini bertentangan dengan Peraturan Pemerintah (PP) Nomor 53 Tahun 2010 tentang Disiplin Pegawai Negeri Sipil, yang melarang ASN memiliki atau mengelola badan usaha berbentuk CV atau PT.

Dugaan Kaitan dengan Kepentingan Politik
Sumber lain menyebutkan bahwa dugaan monopoli proyek ini sempat digunakan untuk menggalang dana politik dalam mendukung salah satu bakal calon kepala daerah pada Pilkada lalu. Namun, calon tersebut akhirnya gagal dalam kontestasi tersebut.
CSR Diduga Tanpa Sepengetahuan Komisaris
Sejumlah pihak di Kabupaten Siak meminta agar Bupati Siak dan jajaran Komisaris PT BSP segera mengevaluasi dan membatalkan semua proses lelang proyek CSR th. 2025 yang diduga dikendalikan secara tidak transparan oleh oknum tertentu.
Publik menilai, proyek CSR tersebut berpotensi merugikan keuangan daerah dan bertentangan dengan prinsip tata kelola BUMD yang bersih dan profesional.
“Bupati jangan sampai kecolongan lagi. Lebih baik dana CSR digunakan untuk kegiatan prioritas Pemkab Siak, bukan untuk memperkaya kelompok tertentu,” ujar salah seorang tokoh masyarakat Siak.

Situasi ini mencuat di tengah kondisi keuangan daerah yang sedang mengalami tekanan, sehingga menimbulkan keprihatinan di kalangan publik.
Tanggapan Pihak Terkait
Komisaris PT BSP Heryanto saat dikonfirmasi media mengaku belum mengetahui detail mengenai dugaan keterlibatan ASN dalam pengelolaan proyek CSR.
“Siapa ASN yang dimaksud itu kami belum tahu. Sampai saat ini kami belum menerima laporan terkait,” ujarnya singkat.
Bocoran data persuhaan serta oknum-oknum yg diduga bersekongkol sehingga terjadinya Monopoli proyek di tubuh PT. BSP telah beredar karena di duga mereka didalam kelompok itu ada yg tidak puas,pecah kongsi, sehingga banyak data persekongkolan yg mereka buka ke Publik.
Sementara itu, mantan anggota DPRD Siak, Farizal SE, menyayangkan praktik tersebut dan meminta tindakan tegas terhadap para pihak yang terlibat.
“Masih ada saja oknum ASN dan pegawai PT BSP yang jadi makelar proyek. Ini tidak bisa dibiarkan.Dari awal penggantian Kepemimpinan Kabupaten siak, saya sudah sampaikan ber-ulang kali,sering,,tapi masih juga belum ada tindakan tegas,,katanya.
“Saya sudah pernah mengingatkan petinggi BSP dan Ibu Bupati agar menyingkirkan orang-orang seperti ini dari lingkungan perusahaan. Tapi kok masih juga ada,” tambahnya.

Farizal juga meminta Komisaris BSP memberi sanksi terhadap Manajer CC&T, Pengelola Pengadaan/SCM, dan Asisten Manajer Head HRD yang diduga terlibat dalam pengaturan proyek CSR.
Dugaan Pemborosan Pembelian Mesin Cuci
Selain proyek rehabilitasi sekolah, pihak pengelola barang dan jasa PT BSP juga disebut-sebut melakukan pemborosan dalam pengadaan barang.
Sumber internal menyebut, program pembelian mesin cuci untuk keperluan karyawan mencapai nilai sekitar Rp1 miliar. Nilai ini dinilai tidak wajar dan perlu ditelusuri lebih lanjut.
