JAKARTA, JURNAL TIPIKOR – Komisi Pemberantasan Korupsi (KPK) memanggil pemilik agensi perjalanan haji Maktour, Fuad Hasan Masyhur, sebagai saksi dalam penyidikan kasus dugaan korupsi penentuan kuota dan penyelenggaraan ibadah haji pada Kementerian Agama (Kemenag) tahun 2023-2024.
Juru Bicara KPK, Budi Prasetyo, membenarkan pemanggilan tersebut. “Benar, saksi dimaksud untuk didalami terkait pengetahuannya dalam perkara kuota haji ini,” ujar Budi di Jakarta, Kamis (28/8/2025).
Fuad Hasan Masyhur tiba di Gedung Merah Putih KPK sekitar pukul 09.55 WIB. Kepada awak media, Fuad menyatakan kehadirannya sebagai wujud sikap kooperatif.
“Sebagai masyarakat yang baik, taat ya, kami dipanggil, kami harus datang,” katanya.
Ia menegaskan akan memberikan informasi yang dibutuhkan penyidik. Fuad juga menambahkan bahwa Maktour, yang telah beroperasi selama 41 tahun, selalu menjaga integritas dan memberikan pelayanan terbaik kepada masyarakat.
Latar Belakang Kasus
KPK memulai penyidikan kasus ini pada 9 Agustus 2025. Sebelumnya, pada 7 Agustus 2025, KPK telah meminta keterangan dari mantan Menteri Agama, Yaqut Cholil Qoumas.
Penyidikan kasus ini juga melibatkan penghitungan kerugian negara. KPK telah berkomunikasi dengan Badan Pemeriksa Keuangan (BPK) untuk menghitung besaran kerugian.
Pada 11 Agustus 2025, KPK mengumumkan perhitungan awal kerugian negara mencapai lebih dari Rp1 triliun.
Untuk kepentingan penyidikan, KPK juga telah mencegah tiga orang bepergian ke luar negeri, salah satunya adalah mantan Menag Yaqut Cholil Qoumas.
Kejanggalan Kuota Haji

Selain ditangani oleh KPK, kasus ini juga menjadi sorotan Pansus Angket Haji DPR RI yang menemukan beberapa kejanggalan dalam penyelenggaraan ibadah haji 2024. Salah satu sorotan utama adalah pembagian kuota tambahan 20.000 dari Pemerintah Arab Saudi.
Pansus menyoroti pembagian 10.000 kuota untuk haji reguler dan 10.000 untuk haji khusus. Pembagian ini dianggap tidak sesuai dengan Undang-Undang Nomor 8 Tahun 2019 tentang Penyelenggaraan Ibadah Haji dan Umrah, yang menetapkan kuota haji khusus sebesar 8 persen dan haji reguler 92 persen.
