JAKARTA, JURNAL TIPIKOR– Direktur Jenderal Anggaran Kementerian Keuangan (Kemenkeu) nonaktif, Isa Rachmatarwata, didakwa merugikan keuangan negara sebesar Rp90 miliar dalam kasus korupsi pengelolaan keuangan dan investasi PT Asuransi Jiwasraya.
Dakwaan ini dibacakan oleh jaksa penuntut umum (JPU) dari Kejaksaan Agung (Kejagung) di Pengadilan Tindak Pidana Korupsi (Tipikor) Jakarta pada Selasa, 26 Agustus 2025.
Dalam sidang tersebut, JPU Zulkifli menjelaskan bahwa Isa Rachmatarwata, saat menjabat Kepala Biro Perasuransian Bapepam-LK (Badan Pengawas Pasar Modal dan Lembaga Keuangan) periode 2006–2012, diduga menyetujui produk asuransi Jiwasraya saat perusahaan berada dalam kondisi bangkrut.
Tindakan ini dilakukan sendiri maupun bersama-sama dengan tiga terdakwa lain, yaitu Hendrisman Rahim, Hary Prasetyo, dan Syahmirwan.
Menurut JPU, perbuatan Isa Rachmatarwata telah memperkaya dua perusahaan reasuransi, yaitu Provident Capital Ltd. sebesar Rp50 miliar dan Best Meridian Insurance Company sebesar Rp40 miliar.
Kerugian negara ini berasal dari produk reasuransi yang dibayarkan kepada kedua perusahaan tersebut pada 2010 dan 2012-2013.

Atas perbuatannya, terdakwa Isa didakwa melanggar Pasal 2 ayat (1) atau Pasal 3 juncto Pasal 18 Undang-Undang Nomor 31 Tahun 1999 tentang Pemberantasan Tindak Pidana Korupsi, sebagaimana telah diubah dengan Undang-Undang Nomor 20 Tahun 2001,
jo. Pasal 55 ayat (1) ke-1 Kitab Undang-Undang Hukum Pidana (KUHP).
Selain kerugian Rp90 miliar, Isa juga diduga menyetujui sejumlah produk Saving Plan dengan suku bunga tinggi yang tidak diimbangi hasil investasi, sehingga menimbulkan utang klaim sebesar Rp12,24 miliar per 31 Desember 2019.
Kasus ini merupakan bagian dari kerugian negara yang lebih besar, yakni sebesar Rp16,02 triliun, yang disebabkan oleh pengelolaan investasi yang diatur oleh sejumlah pihak yang telah lebih dulu divonis, termasuk Hendrisman Rahim, Hary Prasetyo, Heru Hidayat, Benny Tjokrosaputro, dan Syahmirwan.
