BANDUNG, JURNAL TIPIKOR–- Ketua Komisi IV DPRD Kota Bandung, H. Iman Lestariyono S.Si., S.H., dan Sekretaris Komisi IV DPRD Kota Bandung, drg. Maya Himawati, Sp.Orto., menghadiri Sosialisasi Peraturan Daerah (Perda) Nomor 6 Tahun 2025 tentang Pengelolaan dan Pelestarian Cagar Budaya di Hotel Mercure City, Bandung, pada Senin, 25 Agustus 2025.
Sosialisasi ini diselenggarakan sebagai wadah untuk menampung masukan dari para pemangku kepentingan cagar budaya di Kota Bandung. Mengingat saat ini sedang terjadi transisi dari Perda menuju Peraturan Wali Kota (Perwal), masukan-masukan ini menjadi sangat penting.
“Kita mengundang para stakeholder yang difasilitasi oleh kedinasan, terkait poin-poin apa yang perlu dimasukkan. Karena kedetailannya bisa saja tidak ada di Perda,” kata Iman.

Menurut Iman, Perda sebelumnya menyebutkan adanya 1.770 situs dan bangunan yang diduga merupakan cagar budaya. Namun, masyarakat yang menjadi pemilik atau pengelola cagar budaya tersebut membutuhkan kepastian terkait status bangunannya.
“Sekarang posisinya baru diduga objek yang masuk cagar budaya, artinya tim akademisi dan tim terkait harus segera follow up. Apakah ini betul secara kajiannya atau tidak,” jelasnya.
Insentif dan Penyelamatan Cagar Budaya
DPRD berharap para pemilik atau pengelola cagar budaya bisa mendapatkan insentif, seperti pembebasan atau pengurangan Pajak Bumi dan Bangunan (PBB).
“Heritage (cagar budaya) ini bagian dari identitas dan jati diri Kota Bandung, jadi kita berharap perda yang baru ini menjadi payung hukum yang jelas bagi seluruh warga Kota Bandung,” ujarnya.

Mengenai kondisi cagar budaya saat ini, Iman mengakui banyak bangunan yang sudah tidak bisa diselamatkan di sejumlah wilayah seperti Cipaganti, Cihampelas, dan Jalan Riau.
Namun, ia menegaskan bahwa upaya penyelamatan dari bangunan yang masih ada harus diutamakan, seperti di kawasan Asia-Afrika.
“Beberapa yang bisa kita selamatkan harus diselamatkan. Kita berharap penyelamatan dari yang eksisting dulu,” katanya.
Selain itu, dewan juga mendorong agar 1.770 cagar budaya tersebut segera diklasifikasikan ke dalam golongan A, B, atau C.
“Nah itu sesuai dengan prioritas, harapannya statusnya diperjelas, apakah nanti berdampak hukum, apakah ada unsur kerugian yang harus dikembalikan, atau lain sebagainya,” tutup Iman.
