BANDUNG, JURNAL TIPIKOR – Pemerintah Kota (Pemkot) Bandung menjadikan insiden pembagian bir oleh komunitas Free Runners selama ajang Pocari Sweat Run Indonesia (PSRI) 2025 sebagai titik tolak evaluasi serius terhadap regulasi ketertiban umum.
Wakil Wali Kota Bandung, Erwin, menegaskan hal ini saat meninjau langsung pelaksanaan sanksi sosial di Balai Kota pada Minggu, 27 Juli 2025.
Sanksi sosial berupa kerja bakti membersihkan area publik diberikan setelah dipastikan tidak adanya dasar hukum pidana yang bisa diterapkan untuk menindak peristiwa tersebut.
“Kami sudah konsultasi dengan Kasat Reskrim, Wakapolres, dan bagian hukum. Tidak ditemukan pasal pidana yang bisa diterapkan. Jadi kami ambil langkah bijak, yaitu sanksi sosial,” ujar Erwin.
Erwin menjelaskan bahwa kejadian ini menjadi bahan kajian serius bagi pemerintah kota. Ia telah membuka diskusi dengan Dewan Perwakilan Rakyat Daerah (DPRD) Kota Bandung untuk merevisi Peraturan Daerah (Perda) Nomor 9 Tahun 2019. Tujuannya adalah agar perda tersebut memiliki sanksi yang lebih tegas di masa mendatang.
“Saya ingin ada sanksi yang lebih berat dari sekadar sosial. Bisa saja nanti ada pidana, kurungan, atau denda,” katanya.
Meskipun demikian, Erwin menegaskan bahwa pendekatan yang diambil tidak semata-mata represif, melainkan mengedepankan nilai kemaslahatan sesuai dengan prinsip kepemimpinannya.
“Saya memimpin Kota Bandung memakai kaidah ushul fikih, yakni ‘tasarruf imam al-raasyid bil maslahah’, kebijakan pemimpin harus berdasarkan kemaslahatan,” tuturnya.

Sebanyak 30 anggota komunitas Free Runners diterjunkan untuk membersihkan area mulai dari Taman Sejarah hingga Taman Dewi Sartika sebagai bentuk pelaksanaan sanksi sosial.
Selain itu, komunitas tersebut juga menandatangani surat pernyataan dan menyampaikan permintaan maaf terbuka atas insiden tersebut.
