Bandung, JURNAL TIPIKOR– Pengamat kebijakan publik, A. Tarmizi, menyoroti dugaan praktik korupsi dalam proses penerimaan mahasiswa baru melalui Jalur Mandiri di beberapa kampus negeri. Hal tersebut disampaikannya kepada awak media pada hari Senin (30/6/2025), menggarisbawahi kerentanan jalur ini terhadap praktik tidak etis yang dapat merusak integritas institusi pendidikan tinggi.
Menurut A. Tarmizi, Jalur Mandiri, dengan cakupannya yang besar dan fleksibilitasnya, seringkali menjadi sorotan karena dianggap rawan terhadap praktik-praktik korupsi. Ia menjelaskan bahwa dugaan korupsi dapat bervariasi, meliputi:
- Penyuapan: Calon mahasiswa atau keluarganya diduga memberikan sejumlah uang atau imbalan kepada oknum tertentu untuk mendapatkan perlakuan khusus agar lolos seleksi.
- Manipulasi Data: Adanya indikasi oknum internal yang memanipulasi nilai, hasil tes, atau data administrasi lainnya demi meloloskan calon tertentu.
- Pemungutan Iuran Tidak Resmi: Kemungkinan adanya pungutan di luar ketentuan resmi yang harus dibayar oleh calon mahasiswa, tanpa dasar yang jelas.
A. Tarmizi juga mengidentifikasi beberapa faktor yang menyebabkan rawannya praktik korupsi ini:
- Keterbatasan Pengawasan: Kurangnya pengawasan yang ketat dari pihak universitas terhadap keseluruhan proses seleksi menjadi celah utama.
- Kondisi Ekonomi Keluarga: Tekanan ekonomi pada keluarga calon mahasiswa dapat mendorong mereka untuk mencari “jalan pintas”.
- Kurangnya Transparansi: Proses seleksi yang kurang terbuka dan tidak jelas berpotensi memunculkan celah bagi praktik korupsi.
- Kultur Politik dan Sosial: Budaya yang kurang menegakkan anti-korupsi di lingkungan sekitar juga turut memengaruhi.
Dampak dari praktik korupsi dalam penerimaan mahasiswa ini sangat merugikan. “Hal ini dapat merusak integritas institusi dengan menurunkan kepercayaan publik terhadap citra kampus.
Selain itu, praktik ini mengurangi keberpihakan dan keadilan, di mana calon mahasiswa berkompeten namun tidak memiliki akses karena keterbatasan finansial atau koneksi. Ujungnya, akan menimbulkan ketidakpuasan dan ketidaksetaraan bagi calon yang merasa dirugikan,” tegas A. Tarmizi.
Untuk mengurangi dan mencegah praktik korupsi, A. Tarmizi mengusulkan beberapa langkah strategis:
- Penguatan Sistem Transparansi: Pemungutan dan seleksi harus dilakukan secara transparan menggunakan sistem digital yang terbuka dan akuntabel.
- Pengawasan Internal Ketat: Pembentukan tim pengawas independen dan audit reguler sangat penting untuk memastikan integritas proses.
- Pengembangan Sistem Penerimaan Berbasis Merit: Proses penerimaan harus menjamin bahwa seleksi berdasarkan prestasi dan kompetensi, bukan koneksi atau uang.
- Pelibatan Masyarakat dan Mahasiswa: Peningkatan kesadaran akan pentingnya integritas dan keadilan di kalangan masyarakat dan mahasiswa perlu digalakkan.
“Dugaan praktik korupsi dalam penerimaan mahasiswa melalui Jalur Mandiri harus diusut tuntas melalui langkah-langkah sistematis dan penegakan hukum yang tegas. Transparansi, akuntabilitas, serta budaya anti-korupsi harus ditanamkan dalam seluruh proses seleksi dan penerimaan mahasiswa,” pungkas A. Tarmizi.
