Banten, JURNAL TIPIKOR—Tindak kecurangan alat ukur, takar, timbang dan perlengkapannya adalah salah satu tindak kejahatan yang merugikan konsumen.
Dalam menelisik tindak kejahatan ini karenanya Ditreskrimsus (Direktur Reserse Kriminal Khusus) Polda Banten melaksanakan Pelatihan Peningkatan Kemampuan (Lakatpuan) Personel Tahun 2023. Tema pelatihan tersebut adalah.”Penyidik Polri yang Presisi dan Bersinegritas Siap Mengawal Pemilu 2024 Guna Mendukung Kebijakan Ekonomi Nasional” di Hotel Horison Ultima Ratu pada Rabu (14/06).
Salah satu pembicara ahli bidang Metrologi, Maman Arief Rahman, S.Sos,. Pengawas Kemetrologian Dinas Koperasi UMKM Perindustrian dan Perdagangan Kabupaten Serang, Banten memohon agar tindakan kecurangan alat ukur timbang dan sejenisnya harus direspon secara serius pula oleh Instansi Polri dan jajarannya. Sebab penegakan hukum untuk tindak pidana tersebut tidak akan terwujud tanpa keseriusan kepolisian.

Menurut Alumni Uninus Bandung ini, antara pemerintah dan kepolisian bisa bersinergi dalam penegakkan hukum bidang metrologi legal. Sebab jauh-jauh hari pemerintah sudah menyiapkan seperangkat regulasi dalam rangka membudayakan masyarakat yang tertib ukur. Ini berkaitan unruk membangun budaya kejujuran tertib ukur. Efeknya juga bisa mencegah merajalelanya tindak kejahatan ini.
“Subtansinya undang-undang dan segala bentuk regulasi itu untuk menjamin dan melindungi pelaku usaha dan konsumen dalam hal kebenaran alat ukur takar, timbang, dan perlengkapannya (UTTP). Praktiknya secara berkala dilakukan pengujian atau peneraan, negara menjamin ini,” ujar Maman Arief Rahman.
Untuk menjamin pelaksanaan ini pemerintah melakukan pengawasan alat ukur takar, timbang dan perlengkapannya dalam rangka penegakan hukum. Pengawasan dilakukan karena para pelaku usaha berpotensi untuk melakukan kecurangan dengan mengubah alat ukur sehingga tidak sesuai dengan apa yang ditimbang. Tindakan ini akan merugikan konsumen. Itu seandainya apabila pelaku usaha melakukan dengan motif disengaja yakni motif melakukan kecurangan.

Namun kasusnya, ada juga pelaku usaha yang sudah jujur namun dia awan, tak disadari standarisasi timbangan sudah berubah maka dia sendiri yang rugi. Artinya pengawasan diperlukan untuk melindungi kedua belah pihak antara pelaku usaha dan konsumen.
Kegiatan ini dipimpin oleh Wadirreskrimsus Polda Banten AKBP Sigit Haryono didampingi para Kasubdit Ditreskrimsus Polda Banten dan di ikuti oleh seluruh personel Ditreskrimsus Polda Banten dan Polres jajaran.
Untuk menyelidiki kasus ini secara akurat dan menjamin kepastian hukum dalam hal menjamin kebenaran pengukuran sesuai dengan amanat UU Nomor 2 tahun 1981 tentang metrologi legal.

Dalam sambutannya Wadirreskrimsus Polda Banten AKBP Sigit Haryono menyingung soal dinamika politik mendatang. Menurutnya tahun 2024 akan menjadi tahun Politik terbesar sepanjang Sejarah Demokrasi Indonesia.
”Tahun politik 2024 ini akan menjadi sejarah demokrasi terbesar di indonesia karena untuk pertama kalinya pemungutan suara dalam memilih Presiden Wakli Presiden, anggota Dewan Perwakilan Rakyat (DPR) RI, Dewan Perwakilan Daerah (DPD) RI, Dewan Perwakilan Rakyat Daerah (DPRD) Provinsi, Kabupaten, Kota, Gubernur, Wakil Gubernur, Bupati serta Walikota di seluruh Indonesia secara bertahap, ” ujar Sigit.
Selanjutnya Sigit menegaskan bahwa Tugas pokok Reserse Kriminal pada pelaksanaan Pemilu adalah sebagai penegak hukum yaitu melakukan Penyelidikan dan Penyidik terhadap tindak pidana Pemilu.
“Apabila ditemukan pelanggaran hukum atau tindak pidana pada Pemilu, personel Polri harus meneruskan kejadian tersebut kepada Badan Pengawas Pemilu pada semua tingkatan yang sebelumnya didahului dan akan dilakukan pembahasan oleh sentra Gakkumdu dan diputuskan bahwa laporan atau temuan tersebut merupakan tindak pidana, ” tegasnya.
Terakhir Sigit berpesan agar peserta pelatihan mengikuti kegiatan ini dengan serius sehingga dapat mengimplementasikan hasil pelatihan di lapangan. “Saya berpesan kepada seluruh peserta pelatihan untuk mengikuti pelatihan ini sehingga dapat mengimplementasikannya di lapangan dalam bertindak tegas dan terukur sesuai dengan Standart Operational Procedure (SOP) dan kepada pelatih dan instruktur saya ucapkan terimakasih atas dedikasinya,“tutup Sigit
