Jakarta, JURNAL TIPIKOR – Komisi Pemberantasan Korupsi (KPK) mengungkapkan telah menangani dan mengusut 62 kasus tindak pidana korupsi pada sektor kesehatan dalam kurun waktu 2010 hingga 2023.
Total kerugian negara yang ditimbulkan dari kasus-kasus tersebut diperkirakan mencapai angka fantastis, yakni Rp821 miliar.
Wakil Ketua KPK, Ibnu Basuki Widodo, dalam keterangan yang dikonfirmasi di Jakarta, Kamis, menekankan bahwa pola korupsi di sektor krusial ini sangat beragam.
“Polanya tidak tunggal, korupsi bisa terjadi pada pengadaan alat kesehatan, distribusi obat, manipulasi klaim layanan, hingga gratifikasi pelayanan,” ujar Ibnu Basuki Widodo.

Kerentanan dan Dampak Luas
Menurut Ibnu, data ini menunjukkan kerentanan tinggi sektor kesehatan di tanah air terhadap praktik rasuah, serta memperlihatkan luasnya dampak buruk yang ditimbulkan.
Kerusakan yang diakibatkan oleh korupsi ini merusak fondasi pelayanan publik paling mendasar, yaitu hak warga negara untuk hidup sehat.
“Korupsi di sektor kesehatan turut menguras sumber daya yang seharusnya melindungi hak masyarakat,” tegasnya.

Beberapa contoh kasus yang diusut meliputi:
- Penyimpangan pengadaan alat kesehatan (termasuk pengadaan terkait COVID-19).
- Penggelembungan harga obat.
- Manipulasi klaim BPJS.
- Korupsi pembangunan fasilitas kesehatan seperti rumah sakit dan puskesmas.
Ancaman Serius bagi Pelayanan Publik
KPK memandang korupsi pada sektor kesehatan perlu mendapatkan perhatian serius karena merupakan kejahatan yang berdampak langsung pada keselamatan dan kesejahteraan publik.
Ibnu menjelaskan bahwa kerentanan ini disebabkan oleh beberapa faktor, yaitu besarnya belanja publik yang terlibat, kompleksitas teknis, serta banyaknya titik rawan mulai dari perizinan fasilitas kesehatan hingga pengelolaan program kesehatan daerah.

Kerja Sama Penegak Hukum
Dalam periode yang sama (2010-2023), Ibnu Basuki Widodo juga mengungkapkan bahwa aparat penegak hukum selain KPK turut menangani sekitar 220 kasus korupsi serupa dengan perkiraan kerugian negara mencapai Rp3,6 triliun.
Data ini mempertegas urgensi penanganan korupsi di sektor kesehatan secara komprehensif.
KPK mengimbau agar budaya antikorupsi diterapkan setiap hari sebagai langkah pencegahan fundamental.
