Jakarta, JURNAL TIPIKOR – Kejaksaan Agung menetapkan mantan Kepala Badan Penelitian dan Pengembangan, Pendidikan dan Pelatihan Hukum dan Peradilan Mahkamah Agung Zarof Ricar sebagai tersangka kasus dugaan tindak pidana pencucian uang (TPPU).
“Tertanggal 10 April 2025 yang lalu, terhadap yang bersangkutan sudah dilakukan penyidikan. Berkaitan dengan itu, penyidik pada Jaksa Agung Muda Bidang Tindak Pidana Khusus (Jampidsus) juga telah menetapkan ZR sebagai tersangka dalam dugaan TPPU,” kata Kepala Pusat Penerangan Hukum Kejagung Harli Siregar di Gedung Kejaksaan Agung, Jakarta, Senin.
Sebelumnya, Kejagung telah menetapkan Zarof Ricar sebagai tersangka kasus dugaan pemufakatan jahat berupa suap terkait penanganan perkara kasasi terpidana Ronald Tannur.
Dalam proses penyidikan kasus TPPU, kata Harli, penyidik telah melakukan upaya pemblokiran terhadap berbagai aset yang diduga dimiliki oleh Zarof Ricar.
Upaya tersebut dilakukan agar tidak ada pengalihan aset milik Zarof Ricar yang beberapa di antaranya menggunakan nama anggota keluarganya.
“Penyidik sudah meminta pemblokiran kepada Kantor Badan Pertanahan di beberapa tempat. Ada yang di Jakarta Selatan, ada yang di Kota Depok, Jawa Barat, dan ada di Pekanbaru, Riau,” katanya.
Selain aset, penyidik juga menyita berbagai dokumen yang berkaitan dengan perkara dugaan TPPU ini.
Harli juga mengatakan bahwa penetapan kasus ini untuk menggali lebih jauh asal gratifikasi uang Rp915 miliar dan 51 kilogram emas yang diduga didapatkan Zarof Ricar selama menjabat sebagai pejabat MA.

Jaksa penuntut umum (JPU) mendakwa Zarof Ricar melakukan pemufakatan jahat berupa pembantuan untuk memberi atau menjanjikan sesuatu kepada hakim berupa uang senilai Rp5 miliar, serta menerima gratifikasi berupa uang senilai Rp915 miliar dan emas seberat 51 kilogram selama menjabat di MA untuk membantu pengurusan perkara pada tahun 2012–2022.
Pemufakatan jahat itu diduga dilakukan bersama penasihat hukum Ronald Tannur, Lisa Rachmat, dengan tujuan suap kepada Hakim Ketua MA Soesilo dalam perkara Ronald Tannur pada tingkat kasasi tahun 2024.
Sementara gratifikasi yang diterima Zarof Ricar meliputi uang pecahan 1.000 dolar Singapura senilai 71,07 juta dolar Singapura, uang pecahan Rp100 ribu dan Rp50 ribu sebanyak Rp5,67 miliar, uang pecahan 100 dolar Amerika Serikat senilai 1,39 juta dolar AS, serta uang pecahan 1.000 dolar Singapura, 100 dolar Singapura, dan 50 dolar Singapura senilai 316.450 dolar Singapura.
Selain itu, uang pecahan 500 euro, 200 euro, dan 100 euro senilai 46.200 euro; uang pecahan 1.000 dolar Hong Kong dan 500 dolar Hong Kong senilai 267.500 dolar Hong Kong; serta logam mulia jenis emas Fine Gold 999.9 kepingan 100 gram, dan jenis emas Antam Kepingan 100 gram seberat 46,9 kg.
Selain itu, ditemukan pula 14 buah amplop cokelat dan putih berisikan uang pecahan mata uang asing dan rupiah, uang pecahan mata asing dan rupiah lainnya, dompet berisi logam mulia emas lainnya, sertifikat berlian, serta kuitansi toko emas mulia.
Atas perbuatannya, Zarof Ricar disangkakan melanggar Pasal 6 ayat (1) huruf a atau Pasal 5 ayat (1) dan Pasal 12 B juncto Pasal 15 jo. Pasal 18 Undang-Undang (UU) Nomor 31 Tahun 1999 tentang Pemberantasan Tindak Pidana Korupsi sebagaimana diubah dan ditambah dengan UU Nomor 20 Tahun 2001.(*)
