Seluma, JURNAL TIPIKOR – Penyidik Kejaksaan Negeri (Kejari) Seluma masih melengkapi berkas perkara dua tersangka pungutan liar PPG Kemenag Seluma tahun anggaran 2023–2024.
Setelah berkas perkara lengkap, kedua tersangka akan segera dilimpahkan ke Jaksa Penuntut Umum untuk disidangkan.
“Masih melengkapi berkas, segera kami limpahkan ke JPU,” ujar Kasi Pidsus Kejari Seluma, Eke Widoto Khahar, Minggu, 30 November 2025.

Kedua tersangka, BD (39) seorang kepala sekolah dasar, dan DR (48) operator PPG di Kemenag Seluma, telah ditahan sejak 27 Oktober 2025.
Mereka diduga melakukan pungutan kepada guru peserta PPG dengan nilai mencapai Rp1,1 miliar selama dua tahun.
Pada tahun 2023, sekitar 30 guru menjadi korban. Nilai pungutan mencapai Rp300 juta dengan besaran Rp5 juta hingga Rp8 juta per orang.
Pada tahun 2024, pungutan meningkat menjadi Rp10 juta hingga Rp12 juta per guru dengan total mencapai Rp700 juta.
Tokoh masyarakat Seluma, Yudi Hartono, menilai masih ada kemungkinan keterlibatan pihak lain. Ia meminta kejaksaan memperluas penyidikan agar seluruh pihak yang terlibat dapat diproses.
“Kita mengapresiasi langkah cepat Kejari menetapkan dua tersangka. Tapi ini jangan berhenti di sana. Jadi kami menilai kasus ini perlu diperluas penyidikannya,” kata Yudi.
Menurutnya, pungli terhadap guru telah mencederai semangat peningkatan mutu pendidikan. Ia menegaskan program PPG seharusnya bertujuan meningkatkan kompetensi tenaga pendidik, bukan dimanfaatkan untuk mencari keuntungan pribadi.

Kepala Kejari Seluma, Dr. Eka Nugraha, menjelaskan penetapan tersangka dilakukan berdasarkan pemeriksaan mendalam dan bukti yang cukup. Ia memastikan proses penyidikan berjalan objektif dan tidak dipengaruhi pihak mana pun.
“Kami penyidik menetapkan tersangka berdasarkan hasil pemeriksaan dan bukti-bukti yang cukup serta objektif tanpa ada pengaruh dari pihak mana pun. Maka sampai hari ini hanya dua orang ini yang kami tetapkan sebagai tersangka,” ujar Eka.
Ia menegaskan peluang penambahan tersangka tetap terbuka jika ditemukan bukti baru. “Namun kalau ada fakta baru dan bukti-bukti baru, kami akan menggali dan tidak menutup kemungkinan pihak lain juga turut terlibat,” tambahnya.
Penyidik menemukan pungutan dilakukan berulang dengan dalih legalitas palsu. Para guru diminta membayar demi mengikuti PPG, padahal tidak ada dasar hukum yang sah terkait pungutan tersebut.
Untuk mempertanggungjawabkan perbuatannya, kedua tersangka kini ditahan selama 20 hari. Keduanya dijerat Pasal 12 huruf e Undang-Undang Nomor 20 Tahun 2001 jo Pasal 55 ayat (1) ke-1 KUHP, serta Pasal 3 Undang-Undang Nomor 31 Tahun 1999 jo Pasal 55 ayat (1) ke-1 KUHP.
