Bandung, JURNAL TIPIKOR – Dewan Perwakilan Rakyat Daerah (DPRD) Kota Bandung bersama Pemerintah Kota (Pemkot) Bandung berhasil menyepakati Rancangan Peraturan Daerah (Raperda) tentang Anggaran Pendapatan dan Belanja Daerah (APBD) Tahun Anggaran 2026.
Kesepakatan ini dicapai dalam Rapat Paripurna yang berlangsung khidmat di Gedung DPRD Kota Bandung pada hari Jumat, 28 November 2025.
Selain persetujuan Raperda APBD 2026, Rapat Paripurna juga menetapkan Perubahan Program Pembentukan Peraturan Daerah (Propemperda) Tahun 2025 dan Penetapan Propemperda Tahun 2026.
Persetujuan Raperda APBD 2026
Persetujuan bersama atas Raperda APBD Tahun Anggaran 2026 ini merupakan tahapan krusial dalam proses penganggaran daerah.
Sesuai amanat ketentuan yang berlaku, Raperda yang telah disetujui tersebut akan segera disampaikan kepada Wali Kota Bandung untuk proses penetapan selanjutnya menjadi Peraturan Daerah (Perda).
Sebelum pengambilan keputusan, rapat paripurna mendengarkan Pendapat Akhir Wali Kota atas pengambilan keputusan terhadap Raperda APBD Tahun Anggaran 2026, sebagaimana diamanatkan oleh Peraturan DPRD Kota Bandung Nomor 1 Tahun 2024 tentang Tata Tertib.

Pimpinan dan Anggota Bapemperda dan Yth. rekan-rekan di Badan Anggaran yang telah melaksanakan tugasnya, dan juga kepada segenap jajaran Perangkat Daerah di lingkungan Pemerintah Kota Bandung yang telah bersama-sama melakukan pembahasan, kami atas nama Pimpinan dan Anggota DPRD Kota Bandung, menyampaikan penghargaan yang setinggi-tingginya disertai ucapan terima kasih atas pelaksanaan tugasnya,” tutur Pimpinan Rapat Paripurna, H. Asep Mulyadi, S.H.

Propemperda 2025 dan 2026 Ditetapkan
Rapat Paripurna juga menetapkan Propemperda Tahun 2026 dan menyetujui perubahan Propemperda Tahun 2025. Penetapan ini dilakukan sebelum penetapan Raperda tentang APBD, sejalan dengan ketentuan Pasal 239 ayat (4) Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah.
Perubahan dan penetapan Propemperda ini merupakan hasil persetujuan bersama antara Pemkot dan DPRD, berdasarkan hasil Rapat Badan Musyawarah yang digelar pada hari yang sama. Penetapan ini akan menjadi pedoman pembentukan peraturan daerah dalam kurun waktu satu tahun ke depan.
Perubahan Keanggotaan Alat Kelengkapan Dewan
Dalam kesempatan yang sama, Rapat Paripurna turut menetapkan perubahan keanggotaan dalam Alat Kelengkapan Dewan (AKD). Penetapan ini merespons surat masuk dari Fraksi Partai Demokrasi Indonesia Perjuangan DPRD Kota Bandung.
Anggota Badan Pembentukan Peraturan Daerah (Bapemperda) kini diisi oleh Sendi Lukmanulhakim, S.H., yang menggantikan H. Sutaya, S.H., M.H. Perubahan susunan keanggotaan ini selanjutnya akan dituangkan dalam Keputusan DPRD Kota Bandung.
