BANDUNG – JURNAL TIPIKOR – Proyek renovasi ringan gedung Kantor Kelurahan Ciateul di Kecamatan Regol, Kota Bandung, menjadi sorotan tajam dari Badan Pemantau Kebijakan Publik (BPKP) Kota Bandung. BPKP menduga telah terjadi mark-up anggaran pada proyek senilai Rp 84.000.000 yang dinilai tidak rasional.
Ketua DPC BPKP Kota Bandung, Heri Irawan, mengungkapkan bahwa berdasarkan hasil investigasi, lingkup pekerjaan tidak sebanding dengan besarnya anggaran yang dialokasikan.
“Masa Proyek tersebut dengan bahan material triplek sampai menelan angka yang besar, belum lagi dalam penganggarannya sampai melibatkan Konsultan dan tenaga ahli,” jelas Heri Irawan dalam keterangannya kepada Jurnal Tipikor, Kamis (6/11).

Heri mempertanyakan rasionalitas alokasi dana yang begitu besar untuk lingkup pekerjaan yang terbilang ringan.
Lebih lanjut, Heri menyebutkan bahwa pihaknya telah berkomunikasi dengan Lurah Ciateul. Menurutnya, Lurah Ciateul berinisial ” WW” menjelaskan bahwa anggaran tersebut tidak hanya untuk satu jenis pekerjaan, ada pekerjaan lainnya dengan nilai anggaran tersebut.
Heri menambahkan, ” Proyek tersebut sudah tercantum dalam Dokumen Pelaksanaan Anggaran (DPA) Satuan Kerja Perangkat Daerah Tahun Anggaran (TA) 2025, dimana dalam DPA hanya tercantum satu unit saja tidak ada keterangan yang menyebutkan ada pekerjaan lainnya, dan sebagai tambahan proyek Plang tersebut sudah selesai dikerjakan, ungkap Heri, ujarnya
Menindaklanjuti temuan ini, BPKP Kota Bandung akan segera mengambil langkah koordinasi dengan berbagai instansi terkait.
“Kami akan segera koordinasi dengan Inspektorat Daerah, Camat Kecamatan Regol serta Komisi A DPRD Kota Bandung untuk diminta segera melakukan pemanggilan selain mempertanggung jawabkannya,” ujar Heri.
BPKP menegaskan bahwa transparansi dan akuntabilitas proyek ini mutlak diperlukan, mengingat sumber anggarannya berasal dari Anggaran Pendapatan dan Belanja Daerah (APBD) Kota Bandung Tahun Anggaran (TA) 2025.
“Mengacu kepada UU No 14 Tahun 2008 tentang Keterbukaan Informasi Publik maka laporan pertanggung jawabnya dapat lebih transparan dan akuntabel,” tegasnya.
BPKP Kota Bandung mendesak pihak-pihak terkait untuk segera memberikan klarifikasi dan pertanggungjawaban atas dugaan mark-up ini demi memastikan penggunaan dana publik yang bersih dan sesuai peruntukan.
