BANDUNG, JURNAL TIPIKOR — Kebijakan pengangkatan Pegawai Pemerintah dengan Perjanjian Kerja (PPPK) paruh waktu menjadi salah satu langkah baru yang dinilai strategis dan solutif oleh Dewan Perwakilan Rakyat Daerah (DPRD) Kota Bandung.

Dalam siaran kolaborasi Radio Sonata dan PR FM pada Kamis, 2 Oktober 2025, Anggota Komisi I DPRD Kota Bandung, Juniarso Ridwan, menyebut skema ini merupakan solusi nyata untuk ribuan tenaga non-ASN yang selama ini menggantungkan nasib.
“Kebijakan PPPK paruh waktu adalah bentuk afirmasi yang adil bagi tenaga non-ASN yang telah lama mengabdi. Dengan status baru ini, mereka akan mendapat kepastian tanpa melanggar aturan yang berlaku,” ujarnya.

Juniarso lebih lanjut menekankan bahwa DPRD tidak hanya mendukung, tetapi juga berkomitmen untuk mengawasi agar kebijakan ini tidak sekadar solusi sementara.
“Hal yang terpenting, kebijakan ini harus konsisten dijalankan dan berkelanjutan. Jangan sampai berhenti di tengah jalan, karena keberlangsungan pelayanan publik di Bandung sangat bergantung pada tenaga-tenaga ini,” jelasnya.
Dasar Kebutuhan dan Kepastian Status
Kepala Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kota Bandung, Evi Hendarin, menjelaskan bahwa kebijakan ini lahir dari kebutuhan nyata pemerintah daerah dalam menata kepegawaian.

Berdasarkan hasil verifikasi dan validasi, terdapat 7.375 pegawai non-ASN yang diusulkan menjadi PPPK paruh waktu, terdiri dari tenaga guru, kesehatan, hingga teknis.
“Penataan ini merupakan tindak lanjut dari kebijakan pemerintah pusat. Kota Bandung sendiri sudah mengusulkan formasi dan mendapat persetujuan penuh dari Kemenpan RB,” ungkap Evi.
Ia menjelaskan, meskipun paruh waktu, para pegawai ini tetap berstatus ASN dengan hak dasar yang lebih jelas. “PPPK paruh waktu juga berstatus ASN, hanya saja skema penggajiannya berbeda, yaitu melalui belanja barang dan jasa. Namun mereka tetap memiliki kontrak kerja resmi serta perlindungan sosial sesuai ketentuan,” jelasnya.
Dengan adanya kebijakan ini, ribuan tenaga non-ASN di Kota Bandung akhirnya memperoleh kepastian status, yang diharapkan mampu meningkatkan motivasi dan stabilitas pelayanan publik, khususnya di bidang pendidikan, kesehatan, dan layanan teknis pemerintahan.
