BANDUNG, JURNAL TIPIKOR – Wali Kota Bandung, Muhammad Farhan, hari ini menyampaikan penjelasan resmi Rancangan Peraturan Daerah (Raperda) Kota Bandung tentang Perubahan Anggaran Pendapatan dan Belanja Daerah (APBD) Tahun Anggaran 2025 dalam Rapat Paripurna DPRD Kota Bandung.
Perubahan APBD ini ditegaskan telah disesuaikan dengan visi misi kepemimpinan Kota Bandung saat ini, serta selaras dengan visi Pemerintah Provinsi Jawa Barat dan program nasional Asta Cita dari pemerintah pusat.
“Saya baru saja menyampaikan raperda untuk perubahan APBD 2025 yang telah disesuaikan dengan visi misi pemerintahan. Jabar Istimewa dan Bandung Utama sudah dijalurkan dalam raperda ini dan selanjutnya nanti akan dibahas oleh DPRD,” ungkap Wali Kota Farhan.
Farhan menjelaskan bahwa penyusunan perubahan APBD ini mengacu pada Peraturan Menteri Dalam Negeri (Permendagri) Nomor 77 Tahun 2020 tentang pedoman teknis pengelolaan keuangan daerah, serta Permendagri Nomor 15 Tahun 2024 tentang pedoman penyusunan APBD 2025.
Raperda Perubahan APBD ini juga merupakan penjabaran dari perubahan Rencana Pembangunan Daerah (RPD) Kota Bandung Tahun 2024–2026.
Proses perubahan APBD ini juga dimaksudkan untuk menyelaraskan arah pembangunan daerah dengan program-program kepala daerah dan wakil kepala daerah terpilih.
Dalam rancangannya, struktur pendapatan daerah tahun 2025 mengalami peningkatan sebesar Rp95,72 miliar atau 1,28 persen, menjadi Rp7,58 triliun.
Sementara itu, belanja daerah ditargetkan mencapai Rp8,36 triliun, naik Rp551,2 miliar (7,06 persen) dibandingkan APBD murni.
Adapun pembiayaan neto dalam perubahan APBD ini mencapai Rp770,69 miliar, meningkat sebesar Rp455,52 miliar dari APBD murni 2025 yang sebelumnya berjumlah Rp315,16 miliar.
“Diharapkan Raperda yang disampaikan ini dapat segera dibahas dan mendapat persetujuan dari dewan yang terhormat. Kami juga berharap pembahasan dapat diselesaikan dalam waktu sesingkat mungkin,” ujar Farhan.
Menanggapi penyampaian tersebut, Ketua DPRD Kota Bandung, Asep Mulyadi, menyatakan bahwa Raperda akan segera masuk dalam tahap pembahasan.
“Selanjutnya akan dibahas dan akan dilakukan Rapat Paripurna Pandangan Fraksi serta Jawaban Wali Kota pada Jumat, 4 Juli 2025,” kata Asep.
