Bandung, JURNAL TIPIKOR – Ketua Komisi I DPRD Kota Bandung, Assoc. Prof. Dr. H. Radea Respati Paramudhita, S.H., M.H., menjadi narasumber pada kegiatan diskusi publik Pendidikan Politik Bagi Organisasi Kemasyarakatan Tahun 2025, bertajuk “Peran dan Fungsi Ormas dalam Mendukung Visi Bandung UTAMA”, yang diselenggarakan Badan Kesatuan Bangsa dan Politik Kota Bandung, di El Royale Hotel Bandung, Selasa, 20 Mei 2025.
Kegiatan tersebut turut dihadiri oleh Anggota Komisi IV DPRD Kota Bandung, dr. Agung Firmansyah Sumantri, Sp.PD., KHOM., MMRS., FINASIM., serta dibuka oleh Wakil Wali Kota Bandung, H. Erwin, S.E., M.Pd.
Dalam paparannya, Radea Respati membawakan materi terkait peningkatan peran dan fungsi ormas dalam mendukung program pemerintah.
“Terkait pendirian, kegiatan, dan kewajiban organisasi kemasyarakatan atau ormas ini telah diatur oleh Undang-Undang Nomor 17 Tahun 2013. Maka seluruh aktivitas kegiatan ormas harus sesuai dengan hukum yang berlaku, serta Pancasila dan Undang-undang Dasar 1945,” ujarnya.

Menurut Radea, dalam rangka mendukung program Pemerintah Kota Bandung terdapat tiga hal yang harus menjadi fokus dalam peningkatan dan fungsi ormas. Yang pertama yaitu turut melakukan pengawasan dan terhadap pelaksanaan kebijakan Pemerintah Kota Bandung.
“Pengawasan yang dimaksud adalah melihat atau mengawasi, memberikan saran pendapat atau usulan, kemudian menyampaikan keberatan, pengaduan, dan atau pelaporan. Setelah melakukan tahapan penyampaikan pelaporan, maka peran pengawasan ormas harus berhenti, dan menyerahkan pada aparat penegak hukum sebagai pihak yang berwenang terkait permasalahan yang terjadi,” ujarnya.
Kedua, ia melanjutkan, peran dan fungsi ormas adalah berperan aktif di dalam menyalurkan aspirasi masyarakat terkait pelayanan Pemerintahan Kota Bandung, berdasarkan data-data yang dapat dipertanggungjawabkan.

Ketiga, menjadikan ormas sebagai sarana yang turut memberikan pendidikan politik dalam rangka mencerdaskan masyarakat khususnya generasi muda secara berjenjang, guna mengambil peran memberikan kontribusi bagi kemajuan pembangunan di Kota Bandung.
“Ormas harus memiliki fungsi regenerasi yang baik sebagai wadah yang memberikan kesempatan bagi para generasi muda untuk menyalurkan mimpi dan harapannya bagi kemajuan pembangunan Kota Bandung,” ucapnya.
Radea berharap, ormas di Kota Bandung dapat lebih bersinergi dan berkolaborasi dengan Pemerintah Kota Bandung di dalam menjalankan fungsi dan perannya, sesuai dengan porsi dan aturan yang belaku.
“Ketiga hal tersebut menjadi hal penting yang harus dipahami dan dilaksanakan dengan baik, karena tidak bertentangan, bahkan saling mendukung di dalam pelaksanaan program Pemerintah Kota Bandung, yaitu Bandung UTAMA,” katanya.
