Jakarta, JURNAL TIPIKOR – Bupati Sidoarjo Ahmad Muhdlor Ali hari ini kooperatif hadir memenuhi panggilan Komisi Pemberantasan Korupsi (KPK) sebagai saksi untuk kasus dugaan korupsi pemotongan insentif pegawai di lingkungan Badan Pelayanan Pajak Daerah (BPPD) Kabupaten Sidoarjo.
“Yang bersangkutan (Bupati Sidoarjo Ahmad Muhdlor Ali) saat ini telah hadir dan segera dilakukan pemeriksaan oleh tim penyidik,” kata Kepala Bagian Pemberitaan KPK Ali Fikri saat dikonfirmasi di Jakarta, Jumat.
Selain itu penyidik KPK hari ini juga menjadwalkan pemeriksaan terhadap tiga saksi lainnya dalam perkara yang sama.

Ketiga saksi tersebut yakni ASN Pemda Sidoarjo Surendro Nurbawono, Direktur CV Asmara Karya Imam Purwanto alias Irwan dan pihak swasta Robbin Alan Nugroho.
Meski demikian, Ali belum memberikan keterangan lebih lanjut mengenai keterangan apa saja yang akan didalami dalam pemeriksaan terhadap para saksi tersebut.
Untuk diketahui, KPK pada 29 Januari 2024 menahan dan menetapkan Kasubag Umum dan Kepegawaian Badan Pelayanan Pajak Daerah (BPPD) Kabupaten Sidoarjo Siska Wati (SW) sebagai tersangka dalam kasus dugaan korupsi pemotongan insentif pegawai di lingkungan BPPD Kabupaten Sidoarjo, Jawa Timur.
Wakil Ketua KPK Nurul Ghufron menerangkan penetapan tersangka terhadap Siska Wati berawal dari laporan masyarakat soal dugaan korupsi berupa pemotongan insentif dan penerimaan uang di lingkungan BPPD Kabupaten Sidoarjo.
Laporan tersebut kemudian dipelajari oleh tim KPK dan pada Kamis (25/1) diperoleh informasi telah terjadi penyerahan sejumlah uang secara tunai pada SW.
Atas dasar informasi tersebut, KPK melakukan operasi tangkap tangan (OTT) terhadap 10 orang di wilayah Kabupaten Sidoarjo.
Dalam OTT tersebut ini diamankan uang tunai ini sejumlah sekitar Rp69,9 juta dari dugaan pemotongan dan penerimaan uang sejumlah sekitar Rp2,7 miliar di tahun 2023.
Para pihak tersebut berikut barang buktinya kemudian dibawa ke Gedung Merah Putih KPK untuk dilakukan pemeriksaan lanjutan dan hingga akhirnya dilakukan penetapan status tersangka terhadap Siska Wati.
Ghufron menerangkan kasus tersebut berawal pada tahun 2023. Saat itu besaran pendapatan pajak BPPD Kabupaten Sidoarjo mencapai Rp1,3 triliun dan atas perolehan tersebut ASN yang bertugas di BPPD akan mendapatkan dana insentif.
Namun, Siska Wati selaku Kasubag Umum dan Kepegawaian BPPD sekaligus bendahara secara sepihak melakukan pemotongan dana insentif dari para ASN tersebut.
Permintaan potongan dana insentif ini disampaikan secara lisan oleh SW pada para ASN di beberapa kesempatan dan adanya larangan untuk tidak membahas potongan dimaksud melalui alat komunikasi di antaranya melalui percakapan WhatsApp.

Besaran potongan yang dikenakan mencapai 10-30 persen sesuai dengan besaran insentif yang diterima.
Penyerahan uang tersebut dilakukan secara tunai dan dikoordinasi oleh setiap bendahara yang telah ditunjuk yang berada di bidang pajak daerah dan bagian sekretariat.
Khusus di tahun 2023, SW mampu mengumpulkan potongan dan penerimaan dana insentif dari para ASN sejumlah sekitar Rp2,7 miliar.
