Untuk mencapai hal tersebut satuan pendidikan sebagai garda terdepan dalam menyentuh dan melola peserta didik harus mampu menyeleraskan diri dengan spirit dan arah kebijakan pendidikan yang telah ditetapkan. Peningkatan kinerja setiap elemen yang ada didalam satuan pendidikan adalah prasyarat lain yang dibutuhkan untuk menunjang tercapainya kualitas output pendidikan yang diharapkan. Fokus peningkatan kinerja itu sendiri harus dijalankan dengan memperhatikan prinsip kesetaraan perlakuan yang proporsional terhadap peserta didik, dilakukan secara efektif, efisien, holistik dan integratif pada setiap tahapan proses yang dijalankan di satuan pendidikan bersangkutan.
Individu peserta didik adalah subjek penting dalam sistem pendidikan. Terhadapnyalah sistem pendidikan yang ada diimplementasikan guna terciptanya insan-insan yang memiliki kecerdasan intelektual, emosional, spiritual serta elemen-elemen soft skill yang akan dibutuhkannya untuk menghadapi tantangan menuju era Indonesia emas.
Beberapa faktor berikut adalah hal penting yang dibutuhkan untuk mendukung terciptanya generasi emas, yakni generasi peserta didik yang mumpuni sehingga kelak dapat menjadi katalisator dan dinamisator mutu pendidikan di tanah air, yakni :
– Proses kegiatan belajar mengajar yang efektif;
– Manajemen satuan pendidikan yang solid;
– Kepemimpinan yang kuat;
– Budaya satuan pendidikan yang memperhatikan norma-norma kelokalan yang arif
– Independensi satuan pendidikan yang kokoh serta kewenangan menentukan arah tujuan pendidikan dengan tetap berpegang pada sistem pendidikan yang berlaku.
Situasi ideal di atas tidak dapat dipungkiri seringkali harus berhadapan dengan berbagai dilema. Disatu sisi kualitas satuan pendidikan adalah sebuah tuntutan, predikat sekolah yang unggul pun menjadi harapan, namun regulasi yang ada belum sepenuhnya men-support berbagai impian. Pelibatan orang tua peserta didik dalam membantu kinerja dan upaya satuan pendidikan masih terbelenggu regulasi yang “malu-malu kucing”, setengah-setengah dan ambigu, khususnya ketika mereka akan dilibatkan dalam upaya-upaya untuk mengatasi keterbatasan anggaran yang dikucurkan pemerintah.
Satuan Pendidikan/ sekolah, saat ini hanya mengandalkan bantuan pemerintah berupa Dana Bantuan Operasional Sekolah ( BOS) dan Biaya Operasional Pemerintah Daerah (BOPD) yang telah diprogramkan sesuai pengajuan sekolah ke Dinas Pendidikan untuk setiap tahunnya. Padahal untuk mencapai tuntuan sekolah yang unggul tersebut, berbagai kebutuhan penyelenggaraan pendidikan seringkali mengalami kekurangan anggaran.
Berbagai kegiatan ekstra kurikuler siswa, akomodasi siswa dalam mengikuti berbagai lomba/ kejuaraan, operasional guru honorer dan banyak kebutuhan lainnya, adalah sedikit contoh aktivitas di satuan pendiidkan yang pembiayaannya tidak dapat dipenuhi oleh BOS maupun BOPD.
Mengacu pada Rekomendasi Dinas Pendidikan Provinsi Jawa Barat melalui Cabang Dinas Pendidikan Wilayah VII dengan Nomor Surat : 6040.HM.03.04-Cadisdik.Wil.VII/2023 dimana isi dari surat rekomendasi diantaranya adalah PENGGALANGAN SUMBANGAN PENDIDIKAN YANG BERSIFAT SUKARELA, maka pada 20 Oktober 2023, bertempat di aula sekolah SMAN 12 Bandung, Komite Sekolah mengundang seluruh orang tua siswa kelas X tahun ajaran 2023/2024 untuk berembug dan menyosialisasikan upaya-upaya bersama mengatasi permasalahan sebagaimana disampaikan di atas.
Rapat ini dibagi dalam dua sesi, sesi pertama dimulai pada pukul 08.00 s.d. 10.30 WIB. Selanjutnya sesi kedua dimulai pukul 13.30 WIB s.d. 15.00 WIB. Pada pertemuan tersebut, sesuai ketentuan yang ada, Komite Sekolah tidak mengundang atau melibatkan orang tua kategori tidak mampu.
Pantauan BPKPNEWS.COM di lokasi, dari sesi pertama sampai sesi kedua rapat berjalan tertib dan lancar, tidak terdapat indikasi yang mengarah pada pemaksaan pemberian sumbangan maupun hal-hal lain yang berseberangan dengan berbagai ketentuan, baik ketentuan yang termaktub pada Pergub No. 44 dan No. 97 tahun 2022, maupun arahan yang disampaikan Dinas Pendidikan Provinsi Jawa Barat melalui KCD Wilayah VII. Rapat pun berjalan dinamis, diwarnai beberapa pertanyaan seputar teknis dalam mendukung program yang telah dipaparkan pihak Komite Sekolah.
