Isak tangis penuh haru mewarnai masyarakat Pekon (Desa) Sukapura, Kecamatan Sumber Jaya, Kabupaten Lampung Barat.
Bagaimana tidak, sebab terhitung sudah 70 tahun lamanya menanti dan menunggu kejelasan status lahan yang dihuni selama itu dan menjadi persoalan panjang, kini masyarakat setempat telah menemui titik terang usai menerima Surat Keputusan (SK) dari Menteri Lingkungan Hidup dan Kehutanan terkait pembebasan hutan kawasan.
SK pembebasan lahan tersebut diserahkan langsung oleh Ketua Komisi IV DPR RI, Sudin SE., kepada masyarakat Sukapura
Kecamatan Sumber Jaya, tepatnya di lapangan Suka Rata sekaligus dalam acara sosialisasi dan bimbingan teknis Tanah Objek Reforma Agraria (TORA) pada kawasan hutan Kabupaten Lampung Barat yang dilakukan oleh Ketua Komisi IV DPR RI, Sudin, SE., serta Kementerian Lingkungan Hidup dan Kehutanan, Sabtu (12/8/2023).

SK Menteri Lingkungan Hidup dan Kehutanan RI itu bernomor: SK.814/MENLHK/SETJEN/PLA.2/7/2023 Tentang pelepasan kawasan hutan produksi tetap Way Tenong Kenali register 44b dan kawasan hutan produksi tetap Bukit Rigus register 45b dalam rangka penyelesaian penguasaan tanah dan dalam rangka penataan kawasan hutan (PPTPKH) Provinsi Lampung tahap I untuk sumber tanah obyek reforma agraria (TORA) di Kabupaten Lampung Barat, Provinsi Lampung seluas kurang lebih 22,51 HA.
Acara itu juga dihadiri Anggota DPR RI komisi I bidang pertahanan Drs. Mukhlis Basri., Sekjen Kementerian Lingkungan Hidup dan Kehutanan (KLHK) Ir. Bambang Hendroyono, MM., Dirjen Konservasi Sumber Daya Alam dan Ekosistem KLHK Prof. Dr. Satyawan Pudyatmoko., S.Hut, M.Agr, Sc., Dirjen Planologi Kehutanan dan Tata Lingkungan KLHK Dr. Hanif Faisol, S.Hut, MP., Ketua DPRD Lampung Barat Edi Novial S.Kom., tokoh masyarakat Hi. Parosil Mabsus yang juga mantan Bupati Lampung Barat periode 2017-2022.
Mewakili masyarakat dan atas nama Pemerintah Kabupaten Lampung Barat, Pj. Bupati Lampung Barat Drs. Nukman MM., mengucapkan terima kasih kepada ketua Komisi IV DPR RI, Sudin, SE., yang telah mendorong pemerintah pusat melalui Kementerian Lingkungan Hidup dan Kehutanan RI dalam mengupayakan penyelesaian permasalahan lahan di Pekon (Desa) Sukapura, Kecamatan Sumber Jaya.

“Ucapkan terima kasih saya sampaikan kepada ketua Komisi IV DPR RI yang telah mendorong pemerintah pusat melalui Kementerian Lingkungan Hidup dan kehutanan RI Guna penyelesaian permasalahan di Desa Sukapura Kecamatan Sumber Jaya,” kata Nukman.
Pada kesempatan itu, Nukman menjelaskan sejarah singkat awal terbentuknya Pekon Sukapura yang saat ini tengah diupayakan penyelesaian dalam persoalan status lahan tanah di pekon setempat.
Berdasarkan Keputusan Biro Rekonstruksi Nasional (BRN) Nomor : 1/D.R.N/1951 tanggal 17 Mei 1951 pemerintah Republik Indonesia telah melakukan transmigrasi rombongan masyarakat yang berasal dari daerah Tasikmalaya Provinsi Jawa Barat yang merupakan eks pejuang 45 (veteran 45) yang terdiri dari 98 Kepala Keluarga (KK) dan ditempatkan di kecamatan Sumber Jaya Kabupaten Lampung Barat Provinsi Lampung.

Pada tanggal 14 November 1952, Presiden Republik Indonesia Ir. Soekarno meresmikan transmigrasi BRN tersebut dan pada tahun 1954 para transmigran yang tergabung dalam transmigrasi BRN menamakan daerah tersebut dengan nama Sukapura, yang berada tepat di desa Sukapura, kecamatan Sumber Jaya, kabupaten Lampung Barat Provinsi Lampung.
Kemudian pada tahun 1991 dilakukan tata guna hutan kesepakatan berdasarkan SK Menhut Nomor :67/KPTS-II/1991 menyatakan areal transmigrasi BRN tersebut masuk di dalam kawasan hutan lindung bukit register 45b, yang mengacu kepada penetapan di masa kolonialisasi belanda melalui besluit residen nomor 117 tanggal 19 maret 1935, dimana sebelum tahun tersebut, status lahan adalah tanah marga.
Selanjutnya pada tahun 1999 dilakukan pengukuran kembali yang menyebabkan terjadi perubahan luasan kawasan hutan, yang ditetapkan dengan Keputusan Menteri Kehutanan dan Perkebunan Nomor : 256/KPTS-II/2000 tentang penunjukan kawasan hutan dan perairan di wilayah Provinsi Lampung.
Desa Sukapura tetap masuk di dalam wilayah kawasan hutan lindung bukit register 45 b.

Dalam mengatasi permasalahan tersebut, berbagai upaya telah dilakukan oleh Pemerintah Daerah (Pemda) Kabupaten Lampung Barat. Mulai dari membentuk tim terpadu melalui surat keputusan bupati Lampung Barat, menyampaikan surat permohonan audiensi dengan Kementerian Lingkungan Hidup dan Kehutanan, menyampaikan surat kepada DPR RI, DPD, Presiden Republik Indonesia untuk meminta penyelesaian status Pekon Sukapura.
Pemerintah Kabupaten Lampung Barat telah melakukan langkah pro aktif serta meneguhkan komitmen untuk memperjuangkan penyelesaian Sukapura dengan menganggarkan dana penyelesaian melalui APBD Kabupaten Lampung Barat.
Sehingga, atas dasar tersebut Nukman berharap kepada pemerintah Republik Indonesia melalui Kementerian Lingkungan Hidup dan Kehutanan Republik Indonesia dapat melegalkan status tanah Sukapura sesuai dengan permohonan masyarakat untuk mendapatkan kepastian hukum.
“Harapan pemerintah daerah dan masyarakat Pekon Sukapura agar kiranya pemerintah Republik Indonesia melalui Kementerian Lingkungan Hidup dan Kehutanan Republik Indonesia dapat melegalkan status tanah Sukapura sesuai dengan permohonan masyarakat untuk mendapatkan kepastian hukum,” harapnya.(JT-Rangga)
