Jurnal.TIPIKOR.com, Subang–Himpunan Mahasiswa Islam (HMI) Cabang Subang melaporkan ke Polres dan Kejaksaan Negeri (Kejari) Subang terkait dugaan praktik Korupsi, Kolusi, dan Nepotisme (KKN) di ruang lingkup Pemerintah Daerah Kabupaten Subang.
Selain laporan soal KKN, HMI juga melaporkan sebanyak 6 item lainnya, seperti dugaan mark up anggaran Refleksi Jimat-Akur dan beberapa kasus lainya. Laporan dilakukan pada Jumat(4/8/23).
Formatur Pengurus HMI Cabang Subang, Cahman Mede mengatakan, hari ini HMI Cabang Subang melaporkan ke pihak kepolisan dan Kejari Subang atas adanya dugaan-dugaan yang dinilai sebagai KKN di lingkup Pemkab Subang yang diantaranya sumber anggaran kegiatan Refleksi Jimat-Akur, yang diduga kejanggalan yang tidak transparan, sehingga harus dibuka ke publik.
“Karena faktanya kegiatan tersebut merupakan kegiatan kampanye bupati. Atas temuan tersebut, maka perlu adanya penyelidikan dan penyidikan terkait,” katanya.
“Program Refleksi 5 tahun Jimat-Akur terkhusus kepada nama-nama yang yang menggagas kegiatan refleksi yang tidak punya kewenangan dalam tupoksinya diantaranya Hari Rubiyanto, Iwan Saprol dan Ali sebagai tim TOS. Harus diselidiki,” ungkapnya.
Kemudian kedua terjadinya penyalahgunaan wewenang yang dilakukan oleh Wakil Bupati Subang terkait pembangunan lapangan tembak Perbakin yang awalnya akan dibangun di belakang gedung SKB kemudian dipindahkan ke area Ranggawulung. Karena ada indikasi muatan politis dan kepentingan pribadi, karena lebih dekat dengan villa Wakil Bupati.
“Maka dari itu, atas informasi tersebut kami mendorong kepada pihak berwenang untuk melakukan pemanggilan, penyelidikan dan penyidikan terkait kejanggalan pembangunan lapangan tembak Perbakin,” katanya.

Ketiga ada indikasi adanya dugaan sikap bermewah-mewahan yang dilakukan oleh oknum pejabat pemerintah daerah Subang yaitu oleh kepala BP4D masa jabatan Hari Rubiyanto dan Asisten Daerah 1 yaitu Rahmat Efendi dengan menggunakan fasilitas negara untuk digunakan sebagai fasilitas pribadi.

Kemudian adanya dugaan tindakan maladministrasi yang dilakukan oleh Bupati Kabupaten Subang yang telah mengeluarkan surat keputusan bupati tentang penetapan ruas-ruas jalan dan jembatan dengan Nomor : Pu.02.03 / Kep .45- DPUPR/2023. Bahwa terkait pembebasan lahan secara administratif tidak ditempuh oleh pihak pemerintah. Maka perlu adanya tindakan penyelidikan terkait kasus maladministrasi yang dilakukan oleh Bupati Kabupaten Subang.
Kemudian yang keenam Sekretaris Daerah H. Asep Nuroni sebagai Kepala Badan Pertimbangan Jabatan dan Kepangkatan dalam melakukan rotasi mutasi dan promosi jabatan hanya berdasar kepada kedekatan, kepentingan atau arahan dari bupati hal ini tenlu tidak dibenarkan sesuai dengan aturan dan pedoman rotasi dan mutasi yang secara kualifikasi harus mengedepankan kompetensi dan linearitas.
Maka dari itu harus ada sikap tegas dari pihak berwenang untuk menegakan reformasi birokrasi secara proporsional dan berkeadilan dengan cara penyelidikan terkait kejanggalan rotasi dan mutasi jabatan,” ucap Cahman.
