Jakarta, JURNAL TIPIKOR—Satuan Tugas (Satgas) Tindak Pidana Perdagangan Orang (TPPO) Polri dan Polda jajaran yang dibentuk Kapolri Jenderal Listyo Sigit Prabowo terus melakukan penindakan terhadap para pelaku TPPO.
Hingga per tanggal 22 Juni, Satgas telah menangani sebanyak 494 Laporan Polisi (LP). Dari ratusan LP tersebut, sebanyak 580 tersangka telah dibekuk.
Kepala Biro Penerangan Masyarakat Divisi Humas Polri Brigjen Ahmad Ramadhan mengatakan, berbagai macam modus para tersangka menjerat para korban TPPO.
“Terbanyak yakni mengiming-imingi korban bekerja sebagai Pekerja Migran Indonesia (PMI) atau Pekerja Rumah Tangga (PRT). Modus ini tercatat ada 375 kasus,” kata Ramadhan dalam keterangan tertulisnya, Jumat (23/6/2023).

Salah satunya kasus yang diungkap oleh Polda Kepri. Dua orang korban yang akan dijadikan PMI diamankan oleh Polsek Batu Ampar, Polresta Barelang, Polda Kepri. Dalam pengakuannya, korban yang masih di bawah umur diimingi kerja di tempat biliard di Malaysia dengan gaji Rp 10 juta per 10 hari.
Lalu ada lagi kasus yang diungkap Polsek Kualuh Hili, Polres Labuhanbatu, Polda Sumatera Utara. Dalam kasus ini, aparat mengamankan beberapa TKI yang pulang dari Malaysia tidak sesuai prosedur.
Bahkan, untuk kepulangan ke Indonesia, para TKI ini harus dengan cara masuk ke dalam air laut untuk menuju perahu motor. Tak hanya di situ, para korban setelah berangkat naik perahu motor ditempatkan ke pinggir pantai yang banyak semak-semak, sebelum dijemput menggunakan motor.
Modus lainnya yang terbanyak yakni para korban dijadikan Pekerja Seks Komersial (PSK). Angka dalam kasus ini yakni sebanyak 132. Modus ini mempekerjakan korban wanita bahkan ada yang di bawah umur sebagai PSK melalui telepon atau aplikasi Online.

Salah satu kasus yang diungkap terjadi Bengkulu. Satgas TPPO Polda Bengkulu mengamankan pelaku yang sedang mengeksploitasi seksual terhadap anak yang masih berumur 14 tahun.
Ada juga kasus yang diungkap Polres Kutai Timur, Polda Kalimantan Timur yang menangkap seorang pria yang mempekerjakan wanita dengan modus open BO di salah satu tempat hiburan malam (THM) dengan tarit mencapai jutaan rupiah.
Dua modus lainnya TPPO ini yakni mempekerjakan korban sebagai Anak Buah Kapal (ABK) dengan 6 kasus dan eksploitasi anak sebanyak 32 kasus.
“Dari ratusan kasus yang ditangani Satgas TPPO Bareskrim Polri dan Polda jajaran, telah menyelamatkan korban sebanyak 1.671,” kata Ramadhan.
Dari ribuan korban tersebut, Ramadhan merinci ada 762 korban perempuan dewasa dan 96 perempuan anak. Kemudian untuk korban laki-laki dewasa ada 764 dan laki-laki anak ada 49 orang.
Lebih lanjut, Ramadhan mengatakan, dari ratusan kasus yang diungkap, saat ini perkembangannya 92 kasus masuk tahap penyelidikan. Kemudian 375 di tahap penyidikan dan berkas sudah lengkap atau P21 ada satu kasus.
Dalam kesempatan ini, Ramadhan mengimbau kepada masyarakat untuk tak mudah tergiur dengan tawaran bekerja dengan gaji tinggi baik di dalam maupun di luar negeri. Ia meminta masyarakat memastikan apakah perusahaan penyalur tenaga kerja ini resmi. Hal tersebut dilakukan agar masyarakat mendapatkan hak-hak perlindungan sosial, kesejahteraan dan hukum.
Sebelumnya, Kapolri Jenderal Listyo Sigit Prabowo menekankan soal pemberantasan tindak pidana perdagangan orang (TPPO) di acara ASEAN Senior Officials Meeting on Transnational Crime (SOMTC) Leaders di Daerah Istimewa Yogyakarta (DIY), Selasa, 20 Juni 2023.
Mantan Kabareskrim Polri ini menuturkan, pada pertemuan SOMTC salah satu yang akan dibahas yakni Tindak Pidana Perdagangan Orang (TPPO).
Menurutnya, pembahasan TPPO ini sejalan dengan kesepakatan antara Presiden Jokowi dengan beberapa pemimpin negara, yang akan memberantas segala bentuk TPPO. Ia pun berjanji akan melindungi dan menjaga WNI dari korban TPPO.
