- Penggalian informasi terhadap sasaran yang memiliki kaitan atau keterlibatan dengan kegiatan yang mengancam kepentingan dan juga keamanan nasional yang terdiri dari ideologi, politik, ekonomi, sosial, budaya, pertahanan dan keamanan, dan sektor kehidupan masyarakat lainnya
- Sektor yang dimaksud termasuk pangan, energi, sumber daya alam, dan lingkungan hidup ataupun kegiatan terorisme, separatisme, spionase, dan sabotase yang mengancam keselamatan, keamanan, dan kedaulatan nasional, termasuk yang tengah menjalani proses hukum.
Sebelum didapuk menjadi Kepala BIN, Budi Gunawan merupakan seorang anggota Polri. Ia juga dipercayai untuk menjadi Ajudan Wakil Presiden pada 1999-2000 dan Presiden RI pada 2000-2004 di masa pemerintahan Megawati Soekarnoputri.
Ia juga pernah menjadi Kapolda Bali (2012). Kariernya semakin melejit ketika ia ditunjuk sebagai Wakil Kepala Kepolisian Negara Republik Indonesia untuk periode 22 April 2015 – 9 September 2016.
Budi di luar dunia penegakan hukum dan intelijen juga terlibat dalam e-sports. Adapun pria kelahiran Surakarta, Jawa Tengah ini merupakan Ketua Umum Pengurus Besar Esports Indonesia.
Kala menjabat sebagai Kepala BIN, Budi Gunawan banyak berkontribusi di berbagai isu negara seperti pandemi Covid-19, penanggulangan bencana, penanggulangan terorisme, dan penanganan konflik di Papua.
