Diduga Korupsi Dana CSR BI Dan OJK, KPK Tetapkan Anggota DPR RI Heri Gunawan Dan Satori Jadi Tersangka
Jakarta jurnaltipikor.com/,-Komisi Pemberantasan Korupsi (KPK) menetapkan dua anggota DPR RI aktif sebagai tersangka dalam kasus dugaan korupsi dana bantuan sosial Bank Indonesia (PSBI) dan Penyuluh Jasa Keuangan (PJK) Otoritas Jasa Keuangan (OJK) Tahun 2020-2023.
Kedua tersangka tersebut adalah Heri Gunawan (HG) dari Fraksi Partai Gerindra dan Satori (ST) dari Fraksi Partai NasDem. Keduanya merupakan anggota Komisi XI DPR RI periode 2019-2024 yang menjadi mitra kerja BI dan OJK.
"Penyidik telah menemukan sekurang-sekurangnya dua alat bukti yang cukup. Kemudian, dua hari ke belakang, KPK menetapkan 2 orang tersangka yaitu HG dan ST sebagai Anggota Komisi XI DPR RI 2019-2024," kata Plt Deputi Penindakan dan Eksekusi KPK, Asep Guntur Rahayu, dalam konferensi pers di Gedung Merah Putih KPK, Jakarta Selatan, Kamis (07/08/2025).

Lanjut Asep, berdasarkan hasil pemeriksaan, HG menerima total Rp.15,86 miliar dengan rincian, Rp. 6,26 miliar dari Bl melalui kegiatan Program Bantuan Sosial Bank Indonesia, Rp. 7,64 miliar dari OJK melalui kegiatan Penyuluhan Keuangan, serta Rp1,94 miliar dari Mitra Kerja Komisi XI DPR RI lainnya.
“HG menggunakan dana dari rekening penampungan untuk kepentingan pribadi, di antaranya untuk pembangunan rumah makan, pengelolaan outlet minuman, pembelian tanah dan bangunan, hingga pembelian kendaraan roda empat,” jelasnya.
Sementara itu, ST menerima total mencapai Rp. 12,52 miliar dengan rincian Rp.6,3 miliar dari Bl melalui kegiatan Program Bantuan Sosial Bank Indonesia, Rp.5,14 miliar dari OJK melalui kegiatan Penyuluhan Keuangan, dan Rp.1,04 miliar dari Mitra Kerja Komisi XI DPR RI lainnya.
“HG dan ST menggunakan uang tersebut untuk kebutuhan pribadi seperti ditempatkan dideposito, pembelian tanah pembangunan showroom, pembelian kendaraan roda dua, dan pembelian aset-aset lainnya,”bebernya.

ST diduga melakukan rekayasa transaksi perbankan dengan meminta salah satu bank daerah untuk menyamarkan penempatan deposito serta pencairannya agar tidak teridentifikasi di rekening koran miliknya.
“Dari pengakuan ST, bahwa sebagian besar anggota komisi XI DPR RI lainnya juga menerima dana CSR tersebut. Dan kami akan mendalami keterangan dari ST, siapa saja yang menerima dana CSR,” ucapnya.
Atas perbuatannya, HG dan ST dijerat dengan pasal berlapis. Keduanya disangkakan melanggar Pasal 12B UU Tipikor (tentang Gratifikasi) juncto Pasal 55 dan 64 KUHP, serta UU Nomor 8 Tahun 2010 tentang Pencegahan dan Pemberantasan Tindak Pidana Pencucian Uang (TPPU).

Penetapan tersangka ini merupakan hasil dari penyelidikan panjang oleh tim penyidik KPK. Sebelumnya, pada akhir 2024 lalu, kedua legislator ini sempat diperiksa sebagai saksi dalam perkara yang sama.
Heri Gunawan dan Satori masih menjabat sebagai Anggota DPR RI sekarang. Namun, keduanya sudah tidak di Komisi ΧΙ.
