PEKANBARU, JURNAL TIPIKOR.COM – Dua tersangka dugaan korupsi pembangunan Jembatan Selat Rengit (JSR) akhirnya dijebloskan ke penjara. Keduanya selanjutnya dititipkan ke Rumah Tahanan Negara (Rutan) Kelas I Sialang Bungkuk Pekanbaru.
Adapun tersangka dimaksud adalah Dharma Arifiandi, mantan General Manager (GM) Divisi I Medan PT Nindya Karya. Saat proyek dikerjakan, Dharma adalah Kuasa KSO PT Nindya Karya, PT Relis Safindo Utama, PT Mangkubuana Hutama Jaya.
Dan Dupli Juliardi yang merupakan Kuasa Pengguna Anggaran (KPA) sekaligus Kepala Bidang (Kabid Bina Marga pada Dinas Pekerjaan Umum (PU) Kabupaten Kepulauan Meranti tahun 2012.
Perkara tersebut sebelumnya diusut Direktorat Reserse Kriminal Khusus (Ditreskrimsus) Polda Riau sejak tahun 2014. Berkas keduanya dinyatakan lengkap (P-21) berdasarkan hasil penelitian Jaksa Kejati Riau.
Selanjutnya, penyidik melimpahkan para tersangka dan barang bukti (Tahap II) ke Jaksa Penuntut Umum (JPU ).
“Benar. Hari ini dilaksanakan tahap II (penyerahan tersangka dan barang bukti,red) dari penyidik Polda Riau terhadap tersangka inisial DA dan DJ,” ujar Kepala Seksi (Kasi) Penerangan Hukum (Penkum) dan Humas Kejati Riau, Bambang Heripurwanto, Senin (17/7).
Proses tahap II dilaksanakan hari ini Senin tanggal 17 juli 2023 sekira pukul 15.45 wib di Lantai 5 Bidang Pidana Khusus (Pidsus) Kejati Riau. kedua tersangka dengan mengenakan rompi tahanan digiring ke mobil yang akan membawanya ke tahanan.
“Kedua tersangka dititipkan di Rutan Sialang Bungkuk Pekanbaru untuk 20 hari ke depan,” sebut Bambang.

Selanjutnya, Tim JPU akan menyiapkan administrasi pelimpahan berkas perkara ke pengadilan. Salah satunya, surat dakwaan. Jika rampung, berkas dua tersangka akan dilimpahkan ke Pengadilan Tipikor pada Pengadilan Negeri (PN) Pekanbaru untuk disidangkan.
“Insyallah Dalam waktu dekat, berkas para tersangka akan dilimpahkan ke pengadilan,” tegas mantan Kasi Penyidikan pada Bidang Pidsus Kejati Banten itu.
Proyek jembatan yang menghubungkan Pulau Tebingtinggi dengan Pulau Merbau itu hingga kini masih terbengkalai tanpa ada kejelasan kelanjutannya pembangunannya. Kuat dugaan ada penyimpangan dalam proses perencanaan dan pengerjaan proyek yang dimulai sejak tahun 2012 itu.
Pembangunan Jembatan Selat Rengit itu merupakan proyek multiyears dengan anggaran sebesar Rp460 miliar lebih. Yakni tahun 2012 dianggarkan sebesar Rp125 miliar, tahun 2013 sebesar Rp235 miliar dan tahun 2014 sebesar Rp102 miliar.
Nilai ini belum termasuk biaya pengawasan tahun pertama Rp2 miliar, tahun kedua Rp3,2 miliar dan tahun ketiga Rp1,6 miliar. Namun kenyataannya proyek yang dikerjakan PT Nindya Karya KSO ini tidak tuntas dan baru berupa pancang-pancang.
Dalam penghitungan yang dilakukan oleh pihak Dinas PU pemerintah kabupaten setempat, bahwa pekerjaan Jembatan Selat Rengit itu hanya sebesar 17 persen saja saat berakhirnya masa pengerjaannya, yakni pada akhir 2014 lalu. Pada saat itu biaya penawaran dari perusahaan untuk menuntaskan pembangunan Jembatan Selat Rengit, yakni sebesar Rp447 miliar.
Sementara sesuai dengan aturan, pemerintah memberikan uang muka maksimal sebesar 15 persen atau sekitar Rp67 miliar untuk memulai pembangunan jembatan pada tahun 2013 lalu.
Dari penyidikan yang dilakukan, diketahui timbul kerugian keuangan negara sebesar Rp42.135.892.352. Angka tersebut diketahui dari hasil audit yang dilakukan Badan Pengawasan Keuangan dan Pembangunan (BPKP) Perwakilan Provinsi Riau.
“Dua tersangka dijerat dengan Pasal 2 ayat (1) Jo Pasal 3, Jo Pasal 18 Undang-undang (UU) Nomor 31 tahun 1999 sebagaimana diubah dan ditambah dengan UU Nomor 20 tahun 2001 tentang Pemberantasan Tindak Pidana Korupsi, Jo Pasal 55 ayat (1) ke-1 KUHP,” pungkas Bambang.
