Jakarta, JURNAL TIPIKOR – Menteri Koordinator Bidang Hukum, HAM, Imigrasi, dan Pemasyarakatan Yusril Ihza Mahendra menilai perlu dipikirkan sistem yang adil saat ditanyakan terkait penambahan dana partai politik (parpol) dari APBN yang diusulkan KPK.
Yusril, saat ditemui di Jakarta, Kamis, menyebut sistem yang adil ini diperlukan agar penambahan dana tidak disalahartikan sehingga banyak pihak berbondong-bondong membuat parpol hanya untuk mendapatkan bantuan semata.
“Jadi memang saya kira pemikiran KPK itu baik, bagus, tapi kita perlu merumuskan norma undang-undangnya itu secara adil dan proporsional sehingga tidak disalahgunakan orang bikin parpol sekadar untuk mendapatkan uang,” kata dia.

Ia menjelaskan Indonesia merupakan negara demokrasi dengan rakyat yang majemuk. Kemajemukan itu diwujudkan ke dalam partai yang beragam untuk mengakomodasi berbagai kepentingan dan keinginan masyarakat.
Partai-partai itu, sambung dia, kemudian bertarung dalam pemilu untuk mendapatkan kekuasaan. Namun, menurut Yusril, sistem pemilu yang digunakan saat ini berpengaruh besar kepada ongkos politik.
“Dengan sistem proporsional terbuka sekarang ini, mau tidak mau cost (ongkos) politik menjadi sangat besar apalagi dapil bisa melintasi sebuah kabupaten untuk provinsi dan DPR RI, begitu juga dapil kabupaten bisa melampaui beberapa kecamatan, cost politik menjadi sangat tinggi,” katanya.
Di sisi lain, bantuan dari pemerintah saat ini kepada parpol tergantung kepada jumlah kader yang mendapatkan kursi di DPR RI dan DPRD.

Dengan begitu, parpol besar akan mendapat bantuan dana yang besar, parpol kecil juga mendapatkan bantuan yang kecil, sementara parpol yang tidak ikut pemilu tidak mendapatkan apa-apa.
“Jadi bisa juga partai yang besar makin besar, partai yang kecil makin kecil,” ucapnya.
Mengingat tingginya ongkos politik itu, Yusril memahami munculnya gagasan alokasi anggaran yang proporsional dan adil kepada parpol. Namun demikian, dia menegaskan perlu adanya kajian untuk menghadirkan sistem yang adil.
Sebelumnya, KPK mengusulkan agar partai politik diberikan alokasi dana yang lebih besar melalui APBN. Usulan ini dinilai sebagai salah satu langkah strategis untuk menekan praktik korupsi yang bersumber dari tingginya biaya politik.

Wakil Ketua KPK Fitroh Rohcahyanto mengatakan sistem politik di Indonesia saat ini memaksa para calon pejabat, mulai dari tingkat desa hingga nasional, untuk mengeluarkan biaya besar demi meraih jabatan publik. Kondisi ini, menurutnya, menjadi salah satu akar dari perilaku koruptif di kalangan politisi.
“Dengan sistem politik yang ada, kita bisa saksikan bersama bahwa mereka harus mengeluarkan modal yang sangat besar. Kalau kemudian partai politik cukup biaya, pendanaannya mencukupi, barangkali bisa mengurangi [korupsi],” ujar Fitroh dalam webinar yang ditayangkan di kanal YouTube KPK, Kamis (15/5).
