JURNAL TIPIKOR – Pesta demokrasi di Negara Kesatuan Republik Indonesia (NKRI) sudah selesai diselenggarakan, mulai dari pemilihan presiden, Gubernur, walikota dan bupati . Sedangkan jika terjadi sengketa hasil pilkada ada wadah yang memfasilitasi normatif yaitu Mahkamah Konstitusi .
Hampir satu tahun tata kelola pemerintah dalam masa transisi pilpres, pileg dan pilkada mengalami perubahan pemimpin baik tingkat Provinsi maupun tingkat II, hal ini sudah disiapkan oleh pemerintah melalui Kemendagri, sedangkan payung hukum di atur dalam regulasi kepemerintahan tercantum dalam Permendagri no 4 tahun 2023, SE Mendagri no 821/5492/SJ tahun 2023 ,Permendagri no 9 tahun 2024 dan aturan lainnya yang mengatur tentang peralihan kepala daerah.
Masa transisi kepemimpinan ini sangat mempengaruhi dalam tata kelola pemerintahan karena sebagai pemilik kebijakan baik PJ, PLT memiliki keterbatasan yang normatif, beda halnya dengan kepala daerah yang definitif .

Secara aturan baik Pejabat ( PJ) dan Pelaksana Tugas ( Plt) gubernur, walikota dan bupati itu diatur dalam Permendagri no 4 tahun 2023 BAB II bagian ke satu, bagian kedua dan bagian ke tiga pasal 3,4 dan 5
Transisi kepemimpinan ini harus segera di isi oleh kepala daerah yang sudah definitif sehingga dengan kapasitas dan otoritasnya dapat membuat kebijakan dan perencanaan, baik program anggaran, termasuk penyusunan program kerja jangka pendek maupun jangka panjang, selain itupun pemahaman PJ Maupun Plt baik secara geografis maupun demografis serta ekonomi sosial budaya sangat terbatas . Ini sangat berkaitan dengan tata kelola yang ada di Satuan Kerja Perangkat Daerah (SKPD) baik tingkat provinsi maupun tingkat II. Selain itu di SKPD tingkat provinsi terlalu lama ditinggalkan oleh eselon II karena menjadi PJ Kota/Kab dan hal tersebut tendensinya kurang baik.
Jawa Barat merupakan salah satu Provinsi dengan jumlah penduduk terbanyak di indonesia sekitar 50.345.200 jiwa yang terdiri dari 27 kota dan kabupaten. Bagi seorang gubernur tidaklah mudah, butuh sebuah kepemimpinan dan kefahaman serta memiliki leadership yang tinggi baik dalam tata kelola pemerintahan dan pembenahan ekonomi, kesehatan dan pendidikan. Khususnya Kota Bandung sebagai ibu kota Provinsi Jawa barat dengan jumlah penduduk kurang lebih 2.579.837 jiwa yang terdiri dari 30 kecamatan dan 151 kelurahan dimana masyarakatnya heterogen dan komplek dengan segala polemiknya baik masalah ekonomi, sampah dan kemacetan lalu lintas, permasalah tersebut harus segera dicarikan solusi dan di benahi dengan segera. Demikian juga di kota dan kabupaten lainnya yang memiliki permasalahan yang sama yang harus segera ditasi oleh kepala daerah yang definitif
