KOTA BANDUNG, JURNAL TIPIKOR – Ancaman krisis pangan dan bencana ekologis di depan mata memaksa pemerintah mengambil langkah ekstrem. Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional (ATR/BPN) resmi “menabuh genderang perang” terhadap alih fungsi lahan sawah yang kian masif.
Dalam Rapat Koordinasi (Rakor) Tata Ruang dan Pertanahan di Gedung Sate, Bandung, Kamis (18/12/2025), Menteri ATR/BPN Nusron Wahid membongkar data mengejutkan: sebanyak 269 kabupaten/kota di Indonesia masih “bebal” karena belum memasukkan Kawasan Pertanian Pangan Berkelanjutan (KP2B) ke dalam Perda RTRW mereka.
Sanksi Tegas: Moratorium KKPR Hingga Februari 2026
Menteri Nusron menegaskan tidak akan ada lagi kompromi. Pemerintah daerah diberi tenggat waktu hingga Februari 2026 untuk menuntaskan identifikasi lahan sawah. Selama proses ini berlangsung, “keran” perizinan dikunci rapat.
“Selama database lahan belum tersedia, kami berlakukan moratorium penerbitan KKPR (Kesesuaian Kegiatan Pemanfaatan Ruang) di atas lahan sawah. Tidak ada izin keluar, baik dari pusat maupun daerah,” tegas Nusron.

Ia juga mewajibkan setiap alih fungsi lahan di perdesaan harus dibayar tunai dengan penggantian Lahan Baku Sawah (LBS) baru guna menjaga keseimbangan ekosistem.

Gubernur Jawa Barat, Dedi Mulyadi (KDM), menyambut kebijakan pusat dengan nada yang lebih keras. Di tengah kondisi hutan Jawa Barat yang kritis—hanya tersisa 22,54% dari target ideal 30%—KDM menyatakan bahwa keselamatan warga adalah hukum tertinggi.
Menanggapi aturan yang sering kali dianggap terlalu fleksibel dan memicu alih fungsi lahan, KDM memberikan pernyataan menohok:

Pemprov Jabar menargetkan revisi Perda Penataan Ruang tuntas pada Januari mendatang. KDM juga mendesak Kementerian PU segera menetapkan batas sempadan sungai agar sertifikat tanah yang melanggar aturan bisa segera dicabut.
Jawa Barat dalam Status Siaga Lingkungan
Data dari Ditjen PKTL Kementerian Kehutanan menambah potret buram kondisi alam Jabar. Luas hutan saat ini hanya sekitar 760.000 hektare. Angka ini jauh di bawah batas aman untuk menyerap air dan mencegah banjir bandang atau longsor.
