JAKARTA, JURNAL TIPIKOR – Komisi Pemberantasan Korupsi (KPK) resmi menahan Bupati Bekasi, Ade Kuswara Kunang, bersama ayahnya yang juga menjabat Kepala Desa Sukadami, H. M. Kunang, terkait dugaan suap praktik ijon proyek di lingkungan Pemerintah Kabupaten Bekasi.
Selain keduanya, KPK juga menahan seorang pihak swasta berinisial S (Sarjan) sebagai pemberi suap.
Penahanan ini merupakan tindak lanjut dari Operasi Tangkap Tangan (OTT) yang dilakukan tim penindak KPK pada Kamis, 18 Desember 2025.
Kronologi dan Modus Operandi
Pelaksana Tugas (Plt) Deputi Penindakan dan Eksekusi KPK, Asep Guntur Rahayu, mengungkapkan bahwa praktik lancung ini bermula sesaat setelah Ade Kuswara Kunang terpilih sebagai Bupati.
Tersangka Ade diduga menjalin komunikasi intens dengan Sarjan, seorang penyedia paket proyek, untuk mengatur jatah pengerjaan di Pemkab Bekasi.

Dalam menjalankan aksinya, Ade melibatkan ayahnya, H. M. Kunang, sebagai perantara untuk menerima uang “setoran” awal (ijon) dari pengusaha.
“Total ijon proyek yang diberikan tersangka S kepada AKK (Ade Kuswara Kunang) bersama-sama HMK (H. M. Kunang) mencapai Rp9,5 miliar. Pemberian dilakukan secara bertahap dalam empat kali transaksi melalui sejumlah perantara,” ujar Asep Guntur dalam konferensi pers di Gedung Merah Putih KPK, Sabtu (20/12).
Temuan Aliran Dana dan Barang Bukti
Penyidik KPK juga menemukan adanya aliran dana lain yang masuk ke kantong Bupati Bekasi sepanjang tahun 2025 dari berbagai pihak dengan total mencapai Rp4,7 miliar. Jika diakumulasikan, total dugaan suap ijon proyek yang diterima tersangka menembus angka Rp14,2 miliar.
Dalam operasi penggeledahan di kediaman tersangka, KPK berhasil mengamankan:
- Uang tunai sebesar Rp200 juta yang diduga merupakan sisa setoran tahap keempat.
- Dokumen catatan proyek dan bukti transaksi perbankan.
Masa Penahanan dan Sangkaan Pasal
Ketiga tersangka akan menjalani masa penahanan awal selama 20 hari ke depan untuk kepentingan penyidikan lebih lanjut.
Masa Penahanan: 20 Desember 2025 hingga 8 Januari 2026.
- Lokasi: Rumah Tahanan (Rutan) Cabang KPK.
Jeratan Hukum:
- AKK dan HMK (Penerima): Disangkakan melanggar Pasal 12 huruf a atau Pasal 11 serta Pasal 12B UU Tipikor jo Pasal 55 ayat (1) ke-1 KUHP.
- S (Pemberi): Disangkakan melanggar Pasal 5 ayat (1) huruf a atau b atau Pasal 13 UU Tipikor.
Kasus ini menjadi peringatan keras bagi pejabat daerah mengenai risiko penyalahgunaan kekuasaan yang melibatkan lingkaran keluarga (nepotisme) dalam tata kelola anggaran publik.(*)
