Proyek APBN 2025 di Paseh Bandung Jadi Sorotan, Potensi Kerugian Negara Memicu Desakan Audit APH
Bandung, JURNAL TIPIKOR – Proyek Revitalisasi Satuan Pendidikan di SDN Pasirpanjang, Desa Karangtunggal, Kecamatan Paseh, Kabupaten Bandung, yang bersumber dari APBN Tahun Anggaran 2025, kini menjadi sorotan tajam publik.
Proyek senilai Rp704.550.412 ini diduga kuat tidak dikerjakan sesuai spesifikasi teknis, memunculkan kekhawatiran serius akan mutu bangunan sekolah dan potensi penyimpangan anggaran negara.
Kejanggalan Mencolok di Lapangan
Pekerjaan yang dikelola oleh Panitia Pembangunan Satuan Pendidikan (P2SP) SDN Pasirpanjang ini memiliki masa kerja 100 hari kalender, terhitung sejak 10 Oktober hingga 23 November 2025.

Ruang lingkupnya mencakup pembangunan dua Ruang Kelas Baru (RKB) dan rehabilitasi dua ruang kelas, di bawah program Direktorat Jenderal PAUD,Pendidikan Dasar, dan Menengah, Kementerian Pendidikan Dasar dan Menengah. Namun, pantauan tim media pada Selasa (16/12/2025) menemukan sejumlah kejanggalan mencolok.
Secara visual, kualitas bangunan dinilai jauh dari standar revitalisasi sekolah, mulai dari pemilihan material, detail pekerjaan, hingga hasil akhir yang terkesan asal jadi.
“Sekilas memang tampak baru, tapi kalau diperhatikan kualitasnya memprihatinkan. Ini bangunan sekolah, bukan bangunan sementara. Seharusnya dikerjakan maksimal,” ungkap seorang warga sekitar, mempertanyakan durabilitas proyek.

Dugaan bahwa material yang digunakan tidak sesuai dengan Rencana Anggaran Biaya (RAB) menguat, yang jika terbukti benar, berpotensi melanggar aturan pengadaan barang dan jasa pemerintah serta membuka peluang terjadinya kerugian keuangan negara.
Minimnya transparansi dan absennya penjelasan teknis di lokasi proyek semakin menambah kecurigaan publik terhadap fungsi pengawasan proyek.
Klarifikasi Kepala Sekolah dan Sikap Bungkam Pengawas
Menanggapi polemik yang meresahkan ini, Kepala Sekolah SDN Pasirpanjang, Agus Mulyana, memberikan klarifikasi. Ia menegaskan bahwa pekerjaan dilakukan berdasarkan kesepakatan dan masih sesuai aturan.
Pernyataan Kunci: “Kami bekerja sama dengan konsultan dan pelaksana. Untuk kusen, itu hasil kesepakatan. Karena lokasi rawan kemalingan, kami sepakat tidak menggunakan baja ringan. Semua masih sesuai RAB, dengan ukuran 57. Total anggaran dua RKB dan dua ruang kelas rehab sekitar Rp700 juta lebih,” jelasnya.

Meskipun demikian, klarifikasi lisan ini belum sepenuhnya meredam kecurigaan. Publik mendesak dilakukannya audit teknis independen untuk membuktikan kesesuaian pekerjaan dengan spesifikasi dokumen perencanaan.
Ironisnya, hingga berita ini diturunkan, pengawas proyek bernama Rangga belum memberikan keterangan resmi, memilih bungkam saat dikonfirmasi melalui pesan WhatsApp pada Selasa (16/12/2025). Sikap ini semakin menambah tanda tanya di tengah derasnya sorotan publik.
Masyarakat Desak Audit Menyeluruh oleh BPK dan APH
Sorotan tajam ini mendorong masyarakat mendesak Inspektorat Daerah, Badan Pemeriksa Keuangan (BPK), serta Aparat Penegak Hukum (APH) untuk segera turun tangan melakukan audit menyeluruh.
Pemeriksaan dinilai krusial untuk memastikan proyek pendidikan yang menyedot anggaran ratusan juta rupiah ini benar-benar dikerjakan sesuai perencanaan dan tidak menyimpang dari ketentuan hukum, demi menjamin mutu pendidikan dan keselamatan siswa.
