Jakarta, JURNAL TIPIKOR – Dr. Hery Firmansyah, Pakar Hukum Pidana dari Universitas Tarumanagara, secara tegas meminta kepada Komisi III DPR RI agar reformasi terhadap Kepolisian Negara Republik Indonesia (Polri) diperluas cakupannya hingga mencapai tingkat Kepolisian Sektor (Polsek).
Permintaan ini disampaikan Hery dalam rapat kerja dengan Komisi III DPR RI di kompleks parlemen, Jakarta, pada hari Senin (8/12/2025).
Fokus pada Perubahan Paradigma Aparat
Dr. Hery menekankan bahwa reformasi aparat penegak hukum tidak cukup hanya berfokus pada sistem hukum semata, melainkan harus disertai dengan perubahan fundamental pada paradigma berpikir aparat penegak hukum itu sendiri.
“Kalau di Kepolisian itu kita tahu ada Polda, ada Polres, ada Polsek. Bagaimana pemahaman mereka tentang hal ini itu sama dan dilakukan sesuai dengan SOP yang ada,” ujar Hery.

Menurutnya, visi dan misi reformasi Polri harus mampu diturunkan hingga ke tingkat paling bawah, dan tidak hanya berhenti atau berkutat di manajemen atas.
Perlu Pembatasan Jelas untuk Koordinasi Perkara
Selain itu, Hery juga menyoroti masalah lemahnya koordinasi dalam penanganan perkara antara Polri dan kejaksaan. Ia menilai, tingginya frekuensi kasus bolak-balik perkara antara kedua lembaga tersebut harus segera diselesaikan dengan memberikan pembatasan yang jelas.
Konsistensi Sanksi Hukum dan Administrasi
Menanggapi isu penyimpangan, Hery mendorong Polri untuk meningkatkan konsistensi sanksi hukum dan administrasi bagi setiap pelaku penyimpangan atau penyalahgunaan wewenang, baik yang dilakukan oleh masyarakat maupun oleh aparat penegak hukum itu sendiri.
Ia menggarisbawahi bahwa aturan sanksi hukum tersebut perlu diatur secara rigid (kaku/ketat) agar tidak justru menyebabkan aparat menjadi takut untuk melaksanakan penegakan hukum. Hal ini juga perlu mempertimbangkan perspektif masyarakat.
“Isu netralitas dan profesionalitas menjadi lembaga hukum yang independen, mudah-mudahan ini tidak hanya jadi slogan. Saya yakin kita semua sudah paham betul bunyi kalimat ini dan juga mungkin sudah punya pemahaman yang komprehensif,” tutupnya.
