Soreang, JURNAL TIPIKOR – Inovasi Si Pintar Online (Sistem Penarikan Retribusi Pasar Secara Online) yang dikembangkan oleh Dinas Perdagangan dan Perindustrian Kabupaten Bandung berhasil meraih Juara Ke-2 dalam Kompetisi Inovasi Jawa Barat (KIJB) Tahun 2025, pada kategori Kelompok Peserta Inovasi Pemerintah Daerah di Jawa Barat. Penghargaan diberikan pada acara Pemberian Penghargaan KIJB Tahun 2025 yang diselenggarakan oleh BP2D Provinsi Jawa Barat pada Rabu, 3 Desember 2025.
Kepala Dinas Perdagangan dan Perindustrian Kabupaten Bandung, Dicky Anugrah, SH., M.Si, menyampaikan bahwa penghargaan ini menjadi bukti keseriusan Pemerintah Kabupaten Bandung dalam melakukan digitalisasi pelayanan publik, khususnya di sektor pengelolaan retribusi pasar rakyat.
“Si Pintar Online, kami hadirkan sebagai solusi nyata untuk mengatasi kebocoran penerimaan retribusi serta meningkatkan transparansi dan akuntabilitas pengelolaan pasar. Dengan sistem non-tunai dan pelaporan real time, pungutan retribusi dapat dilakukan secara akuntable, aman, dan transparan dalam mendorong peningkatan Pendapatan Asli Daerah (PAD),” ujar Dicky.
Dinas Perdagangan dan Perindustrian Kabupaten Bandung selama ini menghadapi tantangan dalam pemungutan retribusi pasar yang sebelumnya dilakukan secara manual menggunakan karcis, sehingga potensi penerimaan belum optimal.
Sejak penerapan Si Pintar Online pada tiga pasar yang dikelola pemerintah—Pasar Baleendah, Pasar Ciwidey, dan Pasar Margahayu—realisasi penerimaan retribusi mencapai 136,29% dari target pada tahun 2024, karena seluruh transaksi tercatat otomatis ke server dan dapat dipantau langsung oleh UPTD Pasar, dan Dinas terkait.
“Penghargaan ini bukan hanya apresiasi, tetapi menjadi semangat bagi kami untuk memperluas penerapan Si Pintar Online ke seluruh pasar rakyat di Kabupaten Bandung,” tambah Dicky.
Ke depan, inovasi ini akan terus dikembangkan sejalan dengan arah transformasi digital daerah serta Gerakan Nasional Non-Tunai (GNNT). Dengan semakin meratanya pemanfaatan sistem digital, pasar rakyat Kabupaten Bandung diharapkan semakin modern, kompetitif, dan memberikan manfaat ekonomi yang lebih besar bagi masyarakat.
