Bengkulu Selatan, JURNAL TIPIKOR – Perubahan ketentuan nasional terkait pengelolaan kuota haji dan berdampak langsung pada ratusan calon jemaah haji (CJH) Bengkulu Selatan.
Sebanyak 121 CJH Bengkulu Selatan belum dapat diberangkatkan pada musim haji 2026.
Para CJH tersebut diperkirakan berangkat tahun 2027 bahkan 2028, menyesuaikan kebijakan baru yang diterapkan pemerintah pusat.
Kepala Kantor Kementerian Agama (Kakan Kemenag) Bengkulu Selatan H. Irawadi, S.Ag, MH mengatakan bahwa perubahan ini bukanlah keputusan lokal, melainkan konsekuensi dari penataan ulang sistem perhitungan kuota haji secara nasional.

Ia menegaskan bahwa para jemaah tidak perlu khawatir kehilangan haknya, karena penundaan ini murni disebabkan penyesuaian aturan.
“Tidak ada penghapusan kuota atau pembatalan.
Hanya saja, keberangkatan harus menunggu alokasi kuota baru dari pemerintah provinsi,” kata Irawadi.
Menurutnya, seluruh kesiapan administratif jemaah sebenarnya telah mencapai tahap akhir.
Dokumen perjalanan, seperti paspor dan kelengkapan administrasi lain, sudah hampir selesai.
Pemeriksaan kesehatan juga telah dilakukan. Namun, rangkaian persiapan tersebut harus berhenti sementara karena perubahan tata kelola kuota yang ditetapkan pada tingkat nasional.
Kebijakan baru ini merupakan hasil pembahasan pemerintah dan DPR RI, khususnya Komisi VIII yang dituangkan dalam Undang-Undang Nomor : 14 Tahun 2025, yaitu perubahan ketiga atas UU Nomor 8 Tahun 2019 tentang Penyelenggaraan Ibadah Haji dan Umrah.
Dalam undang-undang tersebut, diatur bahwa mulai tahun 2026 kuota haji tidak lagi dibagi berdasarkan kabupaten/kota, melainkan sepenuhnya menjadi wewenang pemerintah provinsi.
Pengaturan baru ini membuat penetapan kuota bergantung pada panjangnya daftar tunggu di masing-masing provinsi.

Untuk Provinsi Bengkulu, daftar tunggu yang digunakan sebagai dasar penetapan kuota berasal dari pendaftar tahun 2012 hingga 2013.
Kondisi ini berimbas langsung kepada calon jemaah dari kabupaten/kota, termasuk Bengkulu Selatan, yang sebelumnya sudah memasuki daftar keberangkatan 2026.
“Mau tidak mau, jadwal keberangkatan harus dimundurkan,” ujarnya.
Kendati demikian Irawadi menegaskan kebijakan ini bukan satu-satunya terjadi di Bengkulu Selatan.
Namun seluruh daerah Kabupaten kota mengalami penataan ulang kuota sehingga penundaan serupa terjadi di berbagai wilayah Indonesia.
“Hak jemaah tetap terjamin. Tugas kami adalah mendampingi dan memastikan penjadwalan ulang berjalan lancar,” pungkasnya.
