Bandung, JURNAL TIPIKOR – Dewan Perwakilan Rakyat Daerah (DPRD) Kota Bandung mendesak Pemerintah Kota (Pemkot) Bandung segera mengambil langkah konkret terkait kebuntuan akut pengelolaan Kebun Binatang Bandung (Bandung Zoo).
Persoalan yang tak kunjung selesai ini dikhawatirkan berdampak langsung pada kesejahteraan satwa sekaligus mengancam keberlangsungan ikon wisata kebanggaan warga Bandung tersebut.
Wakil Ketua Komisi I DPRD Kota Bandung, Erick Darmadjaya, menegaskan bahwa persoalan ini merupakan konflik internal yang sudah saatnya diintervensi langsung oleh Pemkot Bandung.
Menurutnya, Wali Kota Bandung harus bersikap tegas dan jelas agar persoalan kritis ini tidak semakin berlarut.
“Masalah kebun binatang ini lebih ke masalah internal, tapi jika terus buntu, Pemkot Bandung harus turun tangan.
Wali Kota perlu menunjukkan sikap yang jelas soal masa depan Bandung Zoo. Ini bukan lagi soal sengketa biasa, tapi menyangkut nasib satwa dan aset kota,” ujar Erick di Bandung, Sabtu (26/10/2025).
Erick menyebut, DPRD telah menjalankan fungsi pengawasan dan terus memberikan masukan. Penyelesaian masalah pengelolaan Bandung Zoo menjadi prioritas, mengingat keberadaannya tidak hanya sebagai tempat wisata, tetapi juga pusat edukasi dan konservasi satwa.
“Kalau tidak segera ditangani, dampaknya bisa serius bagi kesejahteraan satwa. Padahal Bandung Zoo ini sudah jadi bagian dari sejarah dan daya tarik wisata Kota Bandung,” tegasnya.

Di sisi lain, Yayasan Margasatwa Tamansari (YMT) melalui kuasa hukumnya, Budi Ghama, menegaskan bahwa pihaknya merupakan pemegang mandat sah pengelolaan Kebun Binatang Bandung.
Menurut Budi, legalitas YMT telah diakui oleh Direktorat Jenderal Administrasi Hukum Umum (Ditjen AHU) Kementerian Hukum dan HAM RI. Ketua YMT, John Sumampauw, disebut telah memenuhi seluruh ketentuan akta yayasan.
“Pihak Pak John sudah memenuhi syarat sesuai ketentuan akta yayasan. Legalitas YMT jelas dan diakui secara resmi oleh Kemenkumham,” tegas Budi.
Lebih lanjut, Budi menyebut John Sumampauw juga mendapat kepercayaan dari Kejaksaan Tinggi Jawa Barat, yang dibuktikan melalui berita acara penitipan barang bukti berupa enam gedung di kawasan Kebun Binatang Bandung.
Dengan dasar tersebut, YMT menilai memiliki legal standing yang kuat untuk melanjutkan pengelolaan Bandung Zoo sesuai peraturan hukum yang berlaku.
