BANDUNG, JURNAL TIPIKOR – Seorang warga negara asing (WNA) asal Rusia berinisial Sa alias Salavat Sagadatov (51) terancam dideportasi oleh Kantor Imigrasi Kelas I TPI Bandung.
Langkah ini diambil menyusul adanya dugaan pelanggaran keimigrasian, termasuk overstay dan aktivitas yang tidak sesuai izin tinggal, selama ia berada di wilayah Kabupaten Bandung.
Kepala Seksi Intelijen dan Penindakan Keimigrasian (Kasi Inteldakim) Kantor Imigrasi Kelas I TPI Bandung, Yulianto Bimanegara, membenarkan bahwa pihaknya tengah memproses pemeriksaan terhadap WNA tersebut. Ia menegaskan komitmen Imigrasi dalam penegakan hukum terhadap orang asing yang melanggar aturan di Indonesia.
“Yang bersangkutan saat ini sudah kami periksa karena diduga melanggar aturan keimigrasian. Ada indikasi overstay dan kemungkinan melakukan aktivitas yang tidak sesuai dengan izin tinggalnya,” ujar Yulianto kepada wartawan, Selasa (21/10/2025).
Menurutnya, Sa telah tinggal cukup lama di Kabupaten Bandung tanpa dapat menunjukkan dokumen keimigrasian yang masih berlaku. Bahkan, paspor yang bersangkutan telah dicabut oleh petugas.
Meskipun demikian, proses deportasi Sa terhambat karena yang bersangkutan saat ini tengah menjalani perkara hukum di Pengadilan Negeri (PN) Bale Bandung.
“Kami akan menindak tegas sesuai Undang-Undang Nomor 6 Tahun 2011 tentang Keimigrasian. Imigrasi akan segera melakukan deportasi setelah proses peradilan di PN Bale Bandung selesai,” tegas Yulianto.
Meresahkan Warga dan Tidak Memiliki Dokumen Jelas
Di sisi lain, keberadaan Salavat di Desa Rancakole, Kecamatan Arjasari, Kabupaten Bandung, telah menimbulkan keresahan di kalangan warga setempat.
Tasdik Suryana, Kepala Desa Rancakole, yang dikonfirmasi di kediamannya pada Sabtu (18/10/2025), mengaku dirugikan dengan status kependudukan WNA yang tidak jelas dan sering membuat keributan di desanya.
“Salavat tidak pernah melapor ke pemerintahan desa, padahal sudah lama tinggal di sini. Ketika dimintai identitasnya, dia juga tidak mau memberikan,” ujar Tasdik.
Ia menambahkan, Salavat tidak hanya tidak memiliki izin tinggal yang jelas tetapi juga kerap membuat keributan. Selain itu, aktivitasnya yang sering meninggalkan rumah dan baru kembali larut malam dinilai mencurigakan oleh warga.
Saat hendak dimintai keterangan oleh wartawan, Salavat menolak memberikan pernyataan. Sejumlah warga menduga pria tersebut mendapat perlindungan dari seorang pengacara dari Lembaga Bantuan Hukum (LBH).
