BANDUNG, JURNAL TIPIKOR – Ratusan massa aksi yang mengatasnamakan Aliansi Bandung Melawan menggelar unjuk rasa besar-besaran di depan Balai Kota Bandung pada hari Senin (13/10).
Aksi ini merupakan bentuk penolakan keras terhadap upaya pengambilalihan lahan Kebun Binatang Bandung (Bandung Zoo) yang dinilai mengabaikan sejarah, hukum, dan kepentingan publik.
Massa bergerak dalam long march dari Kebun Binatang Bandung menuju Balai Kota dengan menggunakan ratusan kendaraan bermotor dan satu mobil komando, menyerukan tuntutan agar Pemerintah Kota (Pemkot) Bandung segera bertindak adil.
Dalam orasinya, Aliansi ini mendesak Wali Kota Bandung untuk menghormati putusan Mahkamah Agung (MA) yang berkekuatan hukum tetap dan segera membuka ‘police line’ yang dipandang telah membungkam hak pengelolaan sah yang telah berlangsung selama lebih dari sembilan dekade.
“Selama lebih dari sembilan dekade, Kebun Binatang Bandung, yang dikelola oleh keluarga Ema Bratakoesoema dan Yayasan Margasatwa Tamansari (YMT), telah menjadi ruang hidup, warisan sejarah, dan simbol keterikatan warga kota dengan alam dan satwa,” ujar Asep Sanusi, Perwakilan Civil Society.
Aliansi menilai bahwa kawasan konservasi ini kini terancam dijadikan komoditas investasi.
Tolak Oligarki, Tegakkan Keadilan Hukum
Penempatan ‘police line’ di kawasan Bandung Zoo dianggap sebagai simbol pembungkaman terhadap hak pengelolaan sah yang telah berjalan lebih dari 90 tahun.
Aliansi menegaskan bahwa Putusan Mahkamah Agung sudah jelas dan berkekuatan hukum tetap, sehingga tidak ada alasan bagi Pemkot dan Badan Pengelola Keuangan dan Aset Daerah (BPKAD) untuk menunda pelaksanaannya.
“Kami menolak keras segala bentuk pengambilalihan yang mengabaikan sejarah, hukum, dan aspirasi warga Bandung,” tegas Mochamad Ilyas, perwakilan Mahasiswa dari BEM Bandung, dalam orasinya.
Ia menambahkan, “Pemerintah Kota Bandung seharusnya berpihak pada keadilan dan keberlanjutan, bukan tunduk pada kepentingan oligarki yang bersembunyi di balik narasi pembangunan. Bandung bukan milik elit modal; Bandung adalah milik rakyatnya.”
Tuntutan Utama Aliansi Bandung Melawan:
- Wali Kota Bandung harus bertindak adil dan mendengarkan aspirasi warga, bukan hanya kepentingan oligarki.
- Hormati sejarah Kebun Binatang Bandung yang telah dikelola keluarga Ema Bratakoesoema selama lebih dari 90 tahun.
- Police line di Bandung Zoo harus segera dibuka, kembalikan pengelolaan pada pewaris sah Yayasan Margasatwa Tamansari.
- BPKAD dan Pemkot harus segera akui dan jalankan putusan Mahkamah Agung yang telah berkekuatan hukum tetap.
- Mendesak Menteri Kehutanan Cq Dirjen KSDAE turun tangan dan melakukan mediasi yang berpihak pada perlindungan pelestarian kawasan serta satwa.
- Kebijakan harus berlandaskan keberlanjutan lingkungan dan hak asasi warga atas ruang hijau.
Aliansi juga menyerukan kepada media untuk mengedepankan jurnalisme ekologis dan memberitakan krisis ini secara proporsional.
“Kebun Binatang Bandung harus dipulihkan sebagai ruang hijau publik, ruang edukasi ekologis, dan ruang budaya rakyat Bandung,” pungkas salah satu perwakilan.
