JAKARTA, JURNAL TIPIKOR – Komisi Pemberantasan Korupsi (KPK) terus mendalami kasus dugaan korupsi pengadaan lahan proyek Jalan Tol Trans Sumatera (JTTS) tahun anggaran 2018–2020. Pendalaman terbaru fokus pada proses awal jual beli lahan untuk proyek tersebut.
Juru Bicara KPK, Budi Prasetyo, menjelaskan bahwa pendalaman dilakukan saat penyidik memeriksa empat saksi pada Kamis (9/10).
Keempat saksi yang dimintai keterangan adalah tiga orang notaris, yakni Rudi Hartono, Genta Eranda, dan Ferry Irawan, serta seorang wiraswasta bernama Bastari.
“Semua saksi hadir, dan penyidik meminta keterangan bagaimana proses awal jual beli lahan. Kemudian saksi juga didalami terkait dugaan bahwa lahan telah dikondisikan oleh tersangka sejak awal, yaitu melakukan pembelian kepada pemilik lahan untuk dimaksudkan akan dijual kepada PT HK atau Hutama Karya (Persero),” ujar Budi saat dikonfirmasi Awak media dari Jakarta, Minggu (12/10).

KPK telah memulai penyidikan kasus ini sejak 13 Maret 2024 dan menetapkan tiga orang sebagai tersangka, yaitu mantan Direktur Utama PT Hutama Karya (Persero) Bintang Perbowo (BP), mantan Kepala Divisi di PT HK M. Rizal Sutjipto (RS), dan Komisaris PT Sanitarindo Tangsel Jaya (STJ) Iskandar Zulkarnaen (IZ).
KPK juga menetapkan PT STJ sebagai tersangka korporasi.
Namun, penyidikan terhadap Iskandar Zulkarnaen dihentikan setelah yang bersangkutan meninggal dunia pada 8 Agustus 2024.
Pada 6 Agustus 2025, KPK melakukan penahanan terhadap tersangka Bintang Perbowo dan M. Rizal Sutjipto.
Berdasarkan perhitungan Badan Pengawasan Keuangan dan Pembangunan (BPKP) RI, kerugian keuangan negara dalam kasus ini mencapai Rp205,14 miliar.
Rincian kerugian tersebut adalah:
- Rp133,73 miliar dari pembayaran PT Hutama Karya kepada PT STJ atas lahan di Bakauheni, Lampung.
- Rp71,41 miliar atas pembayaran PT Hutama Karya untuk PT STJ mengenai pembelian lahan di Kalianda, Lampung.
KPK memastikan akan terus mengusut tuntas perkara ini untuk memulihkan kerugian keuangan negara dan menjerat pihak-pihak yang bertanggung jawab.
