JAKARTA, JURNAL TIPIKOR– Komisi Pemberantasan Korupsi (KPK) mendalami dugaan keterlibatan mantan Staf Khusus Menteri Agama, Ishfah Abidal Aziz, dalam kasus dugaan korupsi penentuan kuota dan penyelenggaraan ibadah haji tahun 2023-2024. Ishfah diduga mengetahui proses pembagian kuota haji tambahan yang tidak sesuai dengan ketentuan.
Juru Bicara KPK, Budi Prasetyo, mengungkapkan bahwa Ishfah Abidal Aziz alias Gus Alex diduga mengetahui proses pengalokasian kuota tambahan sebesar 20.000 yang diberikan oleh Pemerintah Arab Saudi. Menurut Budi, kuota tersebut seharusnya dibagi dengan proporsi 92 persen untuk haji reguler dan 8 persen untuk haji khusus.
“Namun, faktanya kuota tersebut dibagi menjadi 50 persen untuk haji reguler dan 50 persen untuk haji khusus,” kata Budi di Gedung Merah Putih KPK, Jakarta, Rabu (27/8).

Penyidik KPK telah memeriksa Ishfah Abidal Aziz pada Selasa (26/8) untuk mendalami pengetahuannya terkait pembagian kuota haji tambahan tersebut.
Sebelumnya, KPK mengumumkan dimulainya penyidikan kasus ini pada 9 Agustus 2025, setelah meminta keterangan dari mantan Menteri Agama, Yaqut Cholil Qoumas, pada 7 Agustus 2025. KPK juga telah berkoordinasi dengan Badan Pemeriksa Keuangan (BPK) untuk menghitung kerugian negara.
Pada 11 Agustus 2025, KPK mengumumkan penghitungan awal kerugian negara mencapai lebih dari Rp1 triliun dan telah mencegah tiga orang bepergian ke luar negeri, termasuk Yaqut Cholil Qoumas.

Kasus ini juga disorot oleh Pansus Angket Haji DPR RI yang menemukan kejanggalan dalam penyelenggaraan haji 2024, terutama terkait pembagian kuota 50:50. Pembagian tersebut dianggap tidak sesuai dengan Pasal 64 Undang-Undang Nomor 8 Tahun 2019 tentang Penyelenggaraan Ibadah Haji dan Umrah.
Hingga saat ini, KPK belum memanggil saksi lain untuk kasus tersebut.
