JAKARTA, JURNAL TIPIKOR – Komisi Pemberantasan Korupsi (KPK) menyatakan bahwa pembagian kuota haji tambahan pada tahun 2024 menyimpang dari niat awal Presiden Joko Widodo.
Niat awal Presiden meminta kuota tambahan dari Pemerintah Arab Saudi adalah untuk memperpendek masa tunggu jemaah haji reguler yang saat itu sudah mencapai lebih dari 15 tahun.
Pelaksana Tugas Deputi Penindakan dan Eksekusi KPK, Asep Guntur Rahayu, menjelaskan bahwa pembagian yang terjadi tidak sesuai dengan niat awal tersebut.
“Awalnya, niatnya itu untuk memperpendek waktu tunggu para jemaah haji yang reguler,” ujar Asep di Gedung Merah Putih KPK, Jakarta, Selasa (12/8/2025).
“Akan tetapi, yang terjadi tidak demikian. Akhirnya dibagi menjadi 50 persen, 50 persen. Itu sudah jauh menyimpang dari niatan awal.”
Asep juga menyebutkan bahwa pembagian kuota tambahan sebanyak 20.000 orang tersebut tidak sesuai dengan Undang-Undang Nomor 8 Tahun 2019 tentang Penyelenggaraan Ibadah Haji dan Umrah.
Berdasarkan undang-undang tersebut, komposisi kuota haji reguler seharusnya 92 persen dan kuota haji khusus 8 persen.
“Jadi, kira-kira 8 persen itu, 8 per seratus kali 20.000, ya 1.600 kuota (haji khusus), dan yang kuota regulernya berarti 18.400. Harusnya seperti itu,” jelasnya.

KPK telah memulai penyidikan kasus dugaan korupsi dalam penentuan kuota haji pada Kementerian Agama tahun 2023-2024 sejak 9 Agustus 2025.
Hingga saat ini, KPK telah meminta keterangan dari sejumlah pihak, termasuk mantan Menteri Agama Yaqut Cholil Qoumas, dan telah berkomunikasi dengan Badan Pemeriksa Keuangan (BPK) untuk menghitung kerugian negara.
Kerugian negara dalam kasus ini diperkirakan mencapai lebih dari Rp1 triliun. KPK juga telah mencegah tiga orang bepergian ke luar negeri, yaitu mantan Menag Yaqut Cholil Qoumas, mantan staf khusus Yaqut Ishfah Abidal Aziz, dan pemilik Maktour Fuad Hasan Masyhur.
Sebelumnya, Pansus Angket Haji DPR RI juga menyoroti kejanggalan dalam penyelenggaraan haji 2024, terutama terkait pembagian kuota tambahan 50:50, yaitu 10.000 untuk haji reguler dan 10.000 untuk haji khusus. Pembagian ini dianggap tidak sesuai dengan Pasal 64 UU Nomor 8 Tahun 2019 yang mengatur proporsi kuota haji.
