Jakarta, JURNAL TIPIKOR – Ketua Komisi Pemberantasan Korupsi (KPK) Setyo Budiyanto mengatakan bahwa korupsi dapat terjadi karena adanya persekongkolan atau berkomplot untuk melakukan kejahatan, serta mengikuti arahan pimpinan.
Setyo menyampaikan pernyataan tersebut ketika menyoroti kebocoran anggaran pendapatan dan belanja negara (APBN) pada Oktober 2024 yang mencapai Rp309,2 triliun, dan dibandingkan Agustus 2024 yang berjumlah Rp153,7 triliun.
“Ini bukan hal baru, tetapi jadi bahaya jika kebocoran ini berubah jadi budaya, bahkan dianggap kearifan lokal,” ujar Setyo dalam keterangannya di Jakarta, Jumat.

Lebih lanjut dia menduga kebocoran tersebut terjadi bermoduskan proyek fiktif, menaikkan komponen biaya, manipulasi spesifikasi, hingga pengadaan yang tidak sesuai kebutuhan.
Oleh sebab itu, dia mengatakan bahwa pencegahan perilaku korup yang sistematis, dan penegakan hukum yang bertanggung jawab harus menjadi dua langkah yang diupayakan sebagai solusi yang berkelanjutan.
Dengan demikian, dia mengatakan bahwa KPK mengajak seluruh elemen penegak hukum untuk bergerak bersama dalam pemberantasan korupsi demi memberikan kebermanfaatan dan kesejahteraan bagi masyarakat dan negara.
Sementara itu, dia mengatakan bahwa demi menutup kebocoran anggaran tersebut, KPK mendorong optimalisasi pemulihan kerugian keuangan negara melalui mekanisme pemulihan aset, baik melalui uang pengganti, barang rampasan, hingga hibah dan pemanfaatan aset sitaan.
Adapun dia mengungkapkan bahwa KPK selama 2024 KPK melakukan pemulihan aset sebesar Rp739,6 miliar.(*)
