JURNAL TIPIKOR – Wakil Ketua Komisi III DPR, Ahmad Sahroni mengusulkan tes kejiwaan dan narkoba kepada para calon kepala kepolisian daerah. Tes bisa diberlakukan mulai dari tingkatan kapolres.
Usulan itu disampaikan Sahroni buntut kasus dugaan pelecehan dan kekerasan seksual yang dilakukan mantan Kapolres Ngada, AKBP Fajar Widyadharma Lukman Sumaatmaja terhadap anak di bawah umur.
“Saran Pak Kapolri untuk membuat aturan bagi polisi yang hendak naik pangkat jadi Kapolres. Mereka-mereka ini harus ikut dan lulus tes narkoba dan kejiwaan,” kata Sahroni dalam keterangannya, Kamis (13/3).

Menurut dia, tes tersebut penting agar kasus serupa tak kembali terjadi kepada para pimpinan kepolisian di wilayah. Menurut dia, pimpinan kepolisian di semua tingkat wilayah harus dijabat seorang anggota Polri yang mumpuni.
“Ini penting untuk mencegah psikopat menjabat. Apalagi Kapolres ini sudah memimpin pasukan dan wilayah setingkat kabupaten/kota. Harus dijabat oleh individu yang mumpuni,” katanya.
Nantinya, kata Sahroni, tes tersebut tak boleh hanya sekadar formalitas dan harus diatur dengan SOP yang tegas. Politikus Partai NasDem itu mengaku tak mau lagi Komisi III DPR mendengar kasus serupa kembali berulang.
“Tesnya tidak boleh sekedar formalitas, harus ada SOP nya. Karena ini benar-benar penting untuk memastikan masyarakat dan jajaran di setiap wilayah, memiliki pemimpin yang amanah dan waras. Komisi III tidak mau lagi dengar ada Kapolres berbuat kejahatan seperti yang terjadi di Ngada, NTT,” katanya.

AKBP Fajar Widyadharma Lukman Sumaatmaja (FWLS) saat ini telah ditetapkan sebagai tersangka. Karo Penmas Divisi Humas Polri Brigjen Pol Trunoyudo Wisnu Andiko mengatakan kepolisian telah memeriksa 16 saksi dalam kasus ini.
Saksi yang diperiksa mulai tiga korban anak hingga manajer hotel.
Dalam kasus tersebut, Fajar diduga merekam tindakan pencabulan tersebut, lalu menjual videonya ke salah satu situs porno luar negeri.
Dugaan tindakan kriminal berlapis ini diendus Kepolisian Federal Australia (AFP), kemudian dikoordinasikan dengan kepolisian RI.(*)
