Jakarta, JURNAL TIPIKOR — Presiden RI Prabowo Subianto mengumumkan kebijakan strategis terbaru pemerintah yang memperketat aturan penyimpanan Devisa Hasil Ekspor (DHE) dari sektor Sumber Daya Alam (SDA), di Istana Kepresidenan, Jakarta, Senin (17/2).
Kebijakan ini tercantum dalam Peraturan Pemerintah (PP) No. 8 Tahun 2025 tentang Devisa Hasil Ekspor dari Kegiatan Pengusahaan, Pengelolaan, dan/atau Pengolahan Sumber Daya Alam. Aturan ini mulai berlaku 1 Maret 2025.
“Pemerintah menetapkan bahwa kewajiban penempatan devisa hasil ekspor SDA dalam sistem keuangan Indonesia akan ditingkatkan menjadi 100%, dengan jangka waktu 12 bulan sejak penempatan dalam rekening khusus devisa hasil ekspor SDA di dalam bank-bank nasional,” kata Prabowo.

Prabowo menjelaskan kebijakan strategis ini dibuat untuk mengoptimalkan pemanfaatan hasil dari SDA Indonesia bagi kemakmuran bangsa dan rakyat.
Devisa yang disimpan di dalam negeri akan berdampak pada peningkatan cadangan devisa Indonesia dan berujung pada stabilitas nilai tukar rupiah.
“Pemanfaatan SDA Indonesia harus dioptimalkan untuk kemakmuran bangsa dan rakyat. Baik melalui pembiayaan pembangunan, perputaran uang di dalam negeri, peningkatan cadangan devisa, stabilitas nilai tukar,” jelas Prabowo.

Prabowo mengatakan selama ini dana devisa hasil ekspor, terutama dari sektor alam banyak disimpan di luar negeri sehingga tidak berputar di Indonesia dan manfaatnya bagi rakyat Indonesia kurang optimal.
“Selama ini dana devisa hasil ekspor, terutama dari sektor SDA banyak disimpan di luar negeri. Di bank-bank luar negeri. Dalam rangka memperkuat dan memperbesar dampak dari pengelolaan devisa hasil ekspor SDA maka pemerintah menetapkan PP No. 8 Tahun 2025,” pungkasnya.
Prabowo melanjutkan bahwa kebijakan devisa hasil ekspor 100% ini akan berlaku khusus sektor pertambangan, perkebunan, kehutanan dan perikanan. Sementara sektor minyak dan gas bumi dikecualikan.
“Untuk sektor minyak dan gas bumi dikecualikan dengan tetap mengacu pada ketentuan PP 36 2023,” ujarnya.
Prabowo memperkirakan bahwa dengan diberlakukannya kebijakan ini devisa hasil ekspor Indonesia akan bertambah sebanyak 80 miliar dolar AS.
“Dengan langkah ini, di tahun 2025 devisa hasil ekspor kita diperkirakan bertambah sebanyak 80 miliar dolar AS, karena ini akan berlaku mulai 1 Maret. Kalau lengkap 12 bulan hasilnya diperkirakan akan lebih dari 100 miliar dolar AS,” lanjutnya.(*)
