Bandung, JURNAL TIPIKOR – Pansus Raperda 4 DPRD Kota Bandung meninjau dua lokasi rencana calon Kantor Badan Penanggulangan Bencana Daerah (BPBD) Kota Bandung, di Jalan Serang dan Jalan Banten, Bandung, Kamis, 23 Januari 2025.
Peninjauan itu dihadiri Wakil Ketua Pansus 4 DPRD Kota Bandung, Dr. H. Radea Respati Paramudhita, S.H., M.H; serta para anggota Pansus 4 DPRD Kota Bandung, yakni Ahmad Rahmat Purnama, Amd.; H. Soni Daniswara; Asep Sudrajat, S.A.P.; dan Aswan Asep Wawan.
Hadir pula perwakilan dari Pemerintah Kota Bandung. Agenda peninjauan bakal calon kantor BPBD Kota Bandung ini sejalan dengan tengah berlangsungnya pembahasan dalam penyusunan Raperda tentang perubahan kedua atas Peraturan Daerah Nomor 8 Tahun 2016 tentang Pembentukan dan Susunan Perangkat Daerah, yang salah satunya terkait rencana pembentukan Badan Penanggulangan Bencana Daerah (BPBD) Kota Bandung.

Rencana pembentukan BPBD ini merupakan dorongan serta ajuan dari dinas atau organisasi perangkat daerah, yang disepakati oleh dewan bahwa Kota Bandung membutuhkan BPBD yang selama ini tugasnya dijalankan Dinas Kebakaran dan Penanggulangan Bencana.
Pansus 4 DPRD Kota Bandung mencoba untuk memfasilitasi terbentuknya BPBD Kota Bandung dengan melakukan pemisahan antara Dinas Kebakaran dan Penanggulangan Bencana.
Wakil Ketua Pansus 4 DPRD Kota Bandung, Radea Respati Paramudhita mengatakan, survei ini dilakukan untuk memastikan kelayakan calon kantor BPBD. Bersama Pemkot Bandung, Pansus 4 turut mempertimbangkan kualitas dan kelayakan bakal calon kantor tersebut.
“Saat ini kita melakukan survei terhadap ajuan ataupun alternatif tempat untuk jadi kantor BPBD. Kita akan lihat dari segi kualitas bangunan, letak strategis, akses untuk memenuhi tantangan penanggulangan bencana. Tempat ini (Jalan Serang) jadi alternatif unggulan. Tetapi meskipun demikian kami akan melakukan survei ke lokasi selanjutnya,” ujarnya.

Radea menambahkan, Pansus 4 tentu berharap penyediaan bangunan gedung bagi kantor BPBD ini bisa dilakukan sesegera mungkin. Dari peninjauan di Jalan Serang, terdapat bangunan berkategori cagar budaya di kawasan perkantoran dan wisma BUMN yang memiliki lahan parkir yang lumayan luas dan dapat disewa. Sedangkan di Jalan Banten kondisi lahan kosong tanpa bangunan. Pansus 4 akan membahas kembali bersama sejumlah pihak untuk memutuskan alternatif lokasi yang telah diproyeksikan.
“Karena sifatnya mendesak dan bagaimana tahun ini BPBD bisa langsung bekerja, sehingga Pansus 4, supaya cepat dan bangunan bisa berdiri menunjang SDM, lebih baik kita menggunakan tempat yang telah tersedia. Kalau ada rencana lain tentang pembangunan gedung kantor di lokasi baru mungkin kita akan dorong, tetapi bukan hari ini,” ujarnya.(*)
