Jakarta, JURNAL TIPIKOR – Ketua Komisi VII DPR RI Saleh Partaonan Daulay meminta pemerintah untuk bijak dalam menjalankan program penghapusan utang bagi satu juta usaha mikro kecil dan menengah (UMKM), karena jumlah utang yang akan dihapus itu nilainya sangat besar, mencapai Rp14 triliun.
Meski program ini sangat baik, namun dia meminta pemerintah tetap perlu berhati-hati di tengah situasi dan kondisi ekonomi lintas negara yang kurang menentu. Adapun utang UMKM yang akan dihapus itu merupakan utang di bank BUMN.
“Katanya ada 67 ribu UMKM yang sudah didata. Semuanya akan dihapus utangnya,” kata Saleh dalam keterangan tertulisnya yang diterima di Jakarta, Sabtu (4/01/2025)

Dia mengatakan ada beberapa hal yang perlu diperhatikan dalam menjalankan program tersebut. Yang pertama, yakni harus ada verifikasi faktual pada seluruh UMKM yang utangnya hendak dihapus. Semuanya harus memenuhi kriteria dan persyaratan yang ditetapkan pemerintah.
“Kalaupun utangnya dihapus, harus tetap mendidik. Jangan sampai, para pengusaha UMKM ini malah justru menyerah dengan lari pada program penghapusan utang,” ucap dia.
Yang kedua, menurut dia pemerintah harus menyediakan solusi alternatif bagi pengusaha UMKM tersebut untuk melanjutkan usahanya. Sebab, prinsip penghapusan utang bukanlah untuk berhenti berusaha, tetapi harus bangkit dan berkembang tumbuh secara sehat membangun ekonomi masyarakat.
Lalu yang ketiga, dia mengatakan pemerintah harus melakukan kajian mendalam terkait kemungkinan para pengusaha UMKM ini untuk mendapatkan modal lagi. Tantangannya tentu tidak mudah, karena banyaknya jenis usaha yang dikembangkan di UMKM.

“Perlu kajian dari mana sumber modal untuk UMKM ini. Apakah tetap dari bank BUMN? Kalau iya, apakah semua mereka dapat bantuan modal lagi? Kalaupun dapat lagi, bagaimana dengan pengusaha UMKM baru? Mereka juga mestinya punya hak,” kata dia.
Karena itu, menurut dia, pemerintah harus berhati-hati mengimplementasikan program penghapusan utang ini agar selalu di dalam koridor konstitusi dan ekonomi Pancasila.((Red)
