JURNAL HUKUM – Kementerian Hukum dan Hak Asasi Manusia (Kemenkumham) RI memberikan remisi khusus (RK) Nyepi 2024 kepada sebanyak 1.642 narapidana yang beragama Hindu di Indonesia.
Ketua Kelompok Kerja Humas Direktorat Jenderal Pemasyarakatan Kemenkumham RI Deddy Eduar Eka Saputra merincikan, 1.636 orang diantaranya mendapat pengurangan masa tahanan sebagian dan enam orang lainnya bisa langsung bebas.
“1.636 orang mendapat RK I atau pengurangan sebagian dan enam orang mendapat RK II atau langsung bebas,” kata Deddy dalam keterangan tertulis diterima di Jakarta, Senin.
Kantor Wilayah (Kanwil) Kemenkumham Bali menyumbang narapidana penerima RK Nyepi terbanyak pada tahun ini dengan jumlah 1.193 orang, disusul Kalimantan Tengah sebanyak 99 orang, dan Nusa Tenggara Barat sebanyak 74 orang.
Di samping itu, Kemenkumham RI juga memberikan pengurangan masa pidana (PMP) khusus Nyepi 2024 kepada delapan orang anak binaan.
“Dengan rincian tujuh orang mendapat PMP I atau pengurangan sebagian dan satu orang mendapat PMP II atau langsung bebas,” imbuh Deddy.

Sebanyak empat orang anak binaan penerima PMP Khusus Nyepi 2024 tersebut berasal dari Kanwil Kemenkumham Bali, dua orang berasal dari Sumatera Selatan, serta dua orang lainnya berasal dari Jawa Timur dan Sulawesi Tenggara.
“Jumlah penghematan biaya makan narapidana dan anak binaan setelah mendapat RK Nyepi Tahun 2024 dan PMP Khusus Nyepi Tahun 2024 adalah Rp812.430.000,” imbuhnya.
Lebih lanjut, dia menjelaskan berdasarkan Sistem Database Pemasyarakatan per tanggal 4 Maret 2024, jumlah tahanan, anak, narapidana, dan anak binaan seluruh Indonesia adalah 269.605 orang.
Rinciannya adalah tahanan berjumlah 50.154 orang, anak 469 orang, narapidana 217.390 orang, dan anak binaan 1.592 orang. Sementara itu, narapidana dan anak binaan yang beragama Hindu berjumlah 2.004 orang.
Remisi merupakan pengurangan masa pidana yang diberikan kepada narapidana dan anak yang memenuhi syarat berdasarkan Undang-Undang RI Nomor 22 Tahun 2022 tentang Pemasyarakatan.
Selain itu, juga memenuhi syarat yang diatur dalam Peraturan Pemerintah (PP) Nomor 32 Tahun 1999 tentang Syarat dan Tata Cara Pelaksanaan Hak Warga Binaan Pemasyarakatan, Perubahan Pertama: PP RI No. 28 Tahun 2006, Perubahan Kedua: PP RI Nomor 99 Tahun 2012, Keputusan Presiden RI No. 174 Tahun 1999 tentang Remisi, serta Peraturan Menkumham RI Nomor 3 tahun 2018 tentang Pemberian Remisi kepada Warga Binaan Pemasyarakatan.(*)
